Wilmington Police have arrested a Philadelphia man on gun and drug charges after a brief foot pursuit.
 
On February 14 at approximately 2:40 p.m., police received a 9-1-1 call reporting a person with a gun in the area of 2^nd and Van Buren Streets. Members of the WPD Safe Streets Task Force, who were already in the area, observed two suspects matching the description provided by a caller. Upon seeing the officers, both suspects fled in different directions. After a brief foot pursuit, both were taken into custody. Both suspects were found to be in possession of crack cocaine packaged for sale.
 
One of the suspects, 24-year-old Philadelphia resident Emanuel Stackhouse, was also found to be carrying a loaded handgun in his waistband. He has been charged with Carrying a Concealed Deadly Weapon and Resisting Arrest. He was arraigned in Justice of the Peace Court 20 and was committed to the Howard R. Young Correctional Institution on $50,000 cash-only bail.
 
The other suspect, 24-year-old Frank Butts, was charged with Possession of a Controlled Dangerous Substance and Resisting Arrest. He was arraigned by Justice of the Peace Court 11 on $5,000 unsecured bail.
