On December 18, 2018, the OSBI was notified of social media conversations that involved obscene material pictures and admitted sexual abuse of a child. The messages started with a federal undercover agent from out of state on December 14, 2018. Trough investigation, it was determined one end of the conversation originated in Walters, Oklahoma. Shawn Collier (DOB: 03/15/83) had sent images of child sexual exploitation via social media to the agent out of state. The case was turned over to the Oklahoma State Bureau of Investigation when it was determined that Collier was in Oklahoma. On December 19, 2018, Collier was contacted at 130 SW B Ave., Lawton, Oklahoma where he was arrested. A search warrant was served on his cellular phone in Comanche County. Oklahoma Bureau of Narcotics and Dangerous Drugs Control, the OSBI, US Department of Homeland Security, and Walters Police served search warrants in Walters, Oklahoma. Collier was placed into the Cotton County Jail for Child Sexual Abuse, Distribution of Obscene Material and Violation of the Oklahoma Computer Crimes Act.
