* WHAT...Refreezing of melted snow and ice will create very hazardous travel conditions through mid-morning. Black ice will also be a major hazard for those on foot or in vehicle.
* WHERE...Portions of central North Carolina.
* WHEN...Until 11 AM EST this morning.
* ADDITIONAL DETAILS...Dangerous travel conditions will linger through mid-morning. Black ice or sheets of ice from freezing melt water will be very difficult, if not impossible to see.
* Temperatures will in the 20s, rising to the lower to mid 30s by late morning.
