UPDATE: Detectives investigate fatal traffic collision on Highland Ave. and Victoria Avenue

INCIDENT: Fatal Traffic Collision

LOCATION: Highland Avenue and Victoria Avenue, Highland

SUSPECT(S): Frankie Ybarra, 42-year-old resident of Rialto

VICTIM(S): Elmer Hull, 62-year-old resident of San Bernardino

SUMMARY: UPDATE: Thursday, November 8th, 2018
On Thursday, November 08, 2018, Frankie Ybarra was absentee booked at West Valley Detention Center for PC 192(c) – Vehicular Manslaughter. Ybarra drove away from a traffic stop at a high rate of speed, he collided with another vehicle at an intersection which killed a motorist. Ybarra ran from the traffic collision and he was apprehended by a police K-9 and arrested by the Sheriff’s Department.

Ybarra has an extensive criminal history, he is currently on California State Parole for PC 215 - Carjacking, and was a wanted felon for a parole violation. Ybarra remains at a local hospital as a result of injuries he sustained during the traffic collision and arrest.

On Monday, November 5, 2018, at approximately 4:50 am, a deputy from the San Bernardino County Sheriff's Central Station initiated a traffic stop on a vehicle near the intersection of Victoria Avenue and Mirada Road, Highland.

As the deputy walked up to the vehicle, the driver, Frankie Ybarra drove off at a high rate of speed. Ybarra failed to stop for a red light at Victoria Avenue and Highland Avenue. Ybarra drove through the intersection at a high rate of speed and collided with a vehicle driven by Elmer Hull. Hull sustained fatal injuries resulting from the collision. Ybarra ran from the collision and was apprehended a short time later. The San Bernardino County Sheriff's Department-Major Accident Investigation Team (M.A.I.T) and investigators from the Central Sheriff's Station conducted the investigation.
