Sheriff Jim McDonnell announces a strategic collaboration between the Los Angeles County Sheriff’s Department (LASD) and a team of innovative civilians striving to educate young drivers about interacting with police during a traffic stop. It’s called the Pullover Protocol, or POP, a crash course in police procedures in a traffic stop. According to the FBI’s “Law Enforcement Officers Killed and Assaulted” report, 62 officers were killed during traffic stops between 2003 to 2012.Traffic stops are one of the most high stress encounters for both deputies and the person being pulled over where communication and cooperation are key.
Sheriff McDonnell says, “We realized when we met the POP Protocol team, that they have a sincere interest in connecting young drivers with information that will help them and deputies be safe. It’s inspiring to see people in our community find ways to bring people together so that both sides of a traffic stop have a greater understanding of different points of view, along with the challenges police have today.”
“After considering the national rash of police involved shootings of unarmed citizens, we realized there was a deadly gap between Law Enforcement procedures and the community’s awareness of traffic stop protocols, says Sean Collinson, “If the officers were trained to follow certain protocols, then, if we, (the community) had knowledge of such, it would lend itself to a frame of expectation and improved understanding for safer law enforcement and community interaction.”
Inspired by the events that followed the unrest in Ferguson, Missouri in August of 2014, POP Protocol founders Sean Collison and Jeff Dyson worked with a neuroscience professor, Michelle Conover, PhD and psychiatrist and business consultant, Dr. Mark Goulston, to develop the POP Protocol curriculum called S.A.F.E. S.A.F.E stands for Show your hands, Ask for permission, Follow instructions and Exchange respect. The LASD Professional Standards and Training Bureau, and its award winning video production unit, produced a compelling video that takes the viewer through a deputy stop featuring actor/ rapper Romeo Miller and former NFL legend, Willie Gault.
“The S.A.F.E. curriculum was largely based on impromptu interviews with multiple law enforcement officers where we ascertained the median between their official training protocols and respective preferences,” says, Jeff Dyson, “We then took the valuable data and reversed-engineered our S.A.F.E. curriculum in hopes of saving lives one traffic stop at a time on both sides of the badge.”
For the last year, LASD patrol stations in Compton, Century/Lynwood, and Lakewood have engaged their school communities with the founders of the Pullover Protocol where nearly 1,000 students took the crash course on how to navigate the uncertainties around a traffic stop. In total, the founders of the POP Protocol say they have taught more than 2,500 high school students overall with a majority indicating in early polling that their attitudes towards police changed after the course.
