Narrative:
During the month of May, Detectives with the Thousand Oaks Police Department’s Special Enforcement Unit received information about a possible illegal marijuana cultivation operating out of two residences in the 100 block of Maple Road and a residence in the 400 block of South Ventu Park Road.  Detectives began an investigation into activities at the mentioned addresses and gained probable cause to believe that marijuana was being cultivated at those residences.
 
During the course of their investigation into the marijuana cultivation, detectives also conducted an investigation to determine if the cultivation was within the legal guidelines of Proposition 64, which legalized marijuana after being voted upon by California voters in 2016.  According to Proposition 64, adults are allowed to cultivate up to 6 plants at their residence for personal use.  Detectives determined the County of Ventura and City of Thousand Oaks had not issued any permits or licenses to anyone at those residences to cultivate more than 6 plants of marijuana.  Furthermore, detectives determined the Bureau of Cannabis Control had not issued any cultivation licenses to anyone at any of the previously mentioned addresses. 
 
On September 26, 2018, detectives with the Thousand Oaks Special Enforcement Unit, Directed Enforcement Unit, East County Investigations Unit and Sheriff’s Narcotics East County Street team served search warrants at all three residences.  Detectives located a significant amount of evidence at all three residence related to marijuana cultivation, which included approximately 3200 marijuana plants, suspected marijuana sales proceeds and equipment, tools and chemicals consistent with marijuana cultivation.  Detectives also located and seized a large quantity of weapons at two of the residences.  The weapons consisted of 4 rifles, 2 shotguns, 6 handguns, 9 high capacity magazines and 4 sets of brass knuckles. 
 
Thousand Oaks Code Compliance Officers also accompanied detectives and inspected the residences for structural and safety issues. 
 
Detectives contacted the residents at the previously mentioned addresses regarding the investigation, but no arrests were made at this time.  The investigation into the illegal marijuana cultivation is ongoing.
