INCIDENT: H&S 11550, Under the Influence of a Controlled Substance

LOCATION: Outlet Center Drive, Off-Highway Vehicle Recreational Area

SUSPECT: Lee, Ip Shun; 24 years of age, of Hacienda Heights CA

SUMMARY:

On September 24, 2018, at approximately 2:30 P.M., several citizens contacted Sheriff’s Dispatch advising of a disoriented male subject in the off-highway vehicle recreational area near Outlet Center Drive. The citizens reported the male subject had been shooting firearms in the OHV area and his vehicle had gotten stuck. Deputies from the Barstow Sheriff’s Station responded to the area to contact the male and identified him as Ip Shun Lee.

During the deputies’ investigation, Lee displayed signs and symptoms of being under the influence of a controlled substance. Lee was transported to the hospital for treatment and issued a citation for violation of Health and Safety Code 11550, under the influence of a controlled substance. Lee had attempted to hide his firearms prior to deputies arriving, but they were recovered and taken to the Barstow Sheriff’s Station for safekeeping.

It is the public’s responsibility to know the legal shooting areas. Please check with the local law enforcement or land management agencies before using any area for shooting. The Barstow Sheriff’s Station also urges all citizens to exercise caution in the designated off-highway recreational areas and to report any illegal activity immediately to Sheriff’s Dispatch at (760)956-5001.
