Petaluma PD Arrests Two Probationers For Weapon, Drug, and Burglary Tool Violations

Incident Summary
 
On September 10, 2018, at approximately 6:41 AM, an officer patrolling the area of Ellis Street and E. Washington Street observed three subjects standing by a vehicle in the parking lot of business.  The officer recognized one of the subjects from prior contacts, identified as Cailyn Melson, and knew he was on active Sonoma County probation.
 
The officer contacted Melson and the second subject, later identified as Morgan Thomas.   A records check of Melson confirmed that he was on active misdemeanor probation and subject to warrantless search and seizure.  A records check of Thomas returned showing that she was also on probation out of Marin County.  Thomas’ probation also required her to submit to warrantless search and seizure of her person and property.
 
While speaking with Melson the officer asked him if he was in possession of weapons or anything illegal.  Melson informed the officer that he was in possession of drug paraphernalia and knife which was concealed in the waistband of his pants. Melson lifted his shift and showed the officer a large fixed blade bayonet knife concerned in his pants.  The officer retrieved the knife from Melson and placed him under arrest for a violation of 21310 PC, carrying a concealed dirk or dagger, and 1203.2 PC, violation of probation. 
 
Incident to arrest the officer continued searching Melson and located a hypodermic needle, two small baggies containing suspected methamphetamine, and a large ring of keys.  The officer inspected the key ring and discovered numerous keys had been filed down into shaved keys used for vehicle burglaries and thefts.  The officer additionally arrested Melson for violations of 11364 H&S, possession of drug paraphernalia, and 11377(a) H&S, possession of a controlled substance.
 
After arresting Melson the officer conducted a search of Thomas and her vehicle, which the subjects had been associated with.  Inside the vehicle the officer located hypodermic needles containing suspected methamphetamine which Thomas admitted belonged to her.  Thomas was placed under arrest for violations of 11377(a) H&S, possession of a controlled substance, 11364 H&S, possession of drug paraphernalia, and 1203.2 PC, violation of probation.
 
Both Melson and Thomas were transported and booked into custody at Sonoma County Jail for the above violations.  The third subject was released from the scene and not charged with any violations.
