On August 10th 2018, identity theft suspects were arrested in the City of Camarillo. They were in possession of personal identification information including, but not limited to, copies of credit cards and driver licenses of numerous victims. It was determined that the information had been stolen from business establishments and vehicle thefts.
On August 10th 2018, detectives with the Camarillo Police Special Enforcement Detail conducted a traffic stop on a vehicle for a mechanical violation in the 4400 block of Central Avenue in the City of Camarillo. The driver of the vehicle was identified as Cancio Soto and the passenger was identified as Janae Rodriguez, both residents of the Sacramento area.
It was determined that both parties were under the influence of a controlled substance and they were arrested for 11550(a) HS. During a search of the vehicle, approximately 20 copies of business invoices and other paperwork listing personal identifying information were located. The paperwork also contained copies of the numerous unknown victims’ driver licenses and credit card copies. Based upon the identifying information located inside the vehicle and from information gleaned from interviewing the suspects, detectives believe Soto possessed the information for the purpose of committing identity thefts. In addition to the evidence of identity theft crimes, 3.6 grams of methamphetamine and drug paraphernalia was located inside the vehicle.
Following the arrests, detectives were able to contact several of the people listed on the paperwork located inside Soto’s vehicle and confirmed this information had been stolen. One of the thefts was confirmed to have occurred in Santa Barbara County. Based upon these interviews, detectives believe Soto is involved in committing identify theft crimes in both Ventura County and Santa Barbara County.
Soto was booked into the Ventura County Pre-Trial Detention Facility for 11550(a) HS / Under the influence of a controlled substance, 11377(a) HS / Possession of a controlled substance, 11364 HS / Possession of drug paraphernalia and 530.5(c)(3) PC/ Possession of identifying information of 10 or more people with the intent to defraud. Rodriguez was booked into jail for 11550(a) HS / Under the influence of a controlled substance. Soto remains in custody with his bail set at $50,000 and a court date on 08/14/18 in Ventura County Superior Court.
This investigation is on-going and Camarillo Police detectives are working with the Santa Barbara County Sheriff’s Office to determine if Soto and Rodriguez are involved in additional identity theft crimes.
There are various ways citizens become identity theft victims, mail theft is the most common. The Camarillo Police Department would like to remind citizens to be aware of loose mail placed in unlocked mailboxes and theft of mail left in unlocked mailboxes for extended time periods. Please remember that Postal Inspectors across the country work hard to protect your mail. But with deliveries to more than 100 million addresses, the Postal Inspection Service can't do the job alone. You can protect your mail from thieves by remembering to pick up your mail promptly after delivery. Don’t leave it in your mailbox overnight. If you're expecting checks, credit cards, or other negotiable items, ask a trusted friend or neighbor to pick up your mail. This diligence will assist in the prevention of becoming a victim of identity theft.
