911 Call Leads to a Weapons Seizure and Arrest

Villas - On Wednesday, August 8, 2018, at approximately 11:30 a.m., Lower Township Police received a 911 call from an unnamed citizen informant reporting a man in possession of a handgun in the area of Bayshore Road and East Greenwood Avenue in the Villas section of the Township. 
Patrolman William Kocis was in the immediate area of the call and quickly responded.  Police dispatch was informed by the caller that this same male had just boarded a New Jersey Transit bus, which was then traveling Northbound on Bayshore Road.  Upon the New Jersey Transit bus stopping for passengers, Patrolman Kocis and Special Officer Timothy Urquhart boarded the bus and made contact with the suspect, later identified as Decarlo Fleming, 50, of Greenwood Avenue, also in the Villas.  He was initially removed from the bus for the safety of others.  Mr. Fleming immediately fled on foot as officers attempted to investigate the initial allegation. He was apprehended after a short foot pursuit and was found to be in possession of a black handgun with ammunition.  He was then searched incident to arrest and transported to Lower Township Police Headquarters for processing.
Decarlo Fleming was subsequently placed on a warrant for NJSA 2C:39-4A Possession of a Weapon for Unlawful Purposes, 2C:39-5B Unlawful Possession of a Handgun and 2C:39-7B Certain Persons Not to Have Weapons, all second degree indictable offenses. Mr. Fleming was later transported and lodged in the Cape May County Correctional Center.  While in-processing at the Correctional Center, he was additionally found to be in possession of control dangerous substances and was also charged for this offense on a summons for Possession of CDS 2C:35-10A.  He is currently awaiting further adjudication. 
This investigation was completed by Patrolman William Kocis and Special Officer Timothy Urquhart of the Lower Township Police Department.
