OWI 4th Arrest 
On 7-18-18 at 8:35 PM Janesville Police officers were sent to the 1200 blk of Cherry St. for an intoxicated female sitting in her vehicle. Officers spoke to witnesses who saw the female driving on Cherry St. When officers made contact with the driver Phillips and observed on odor of intoxicants coming from the vehicle. Phillips submitted to standardized field sobriety tests. The results of the testing provided probable cause to arrest Phillips for OWI. A check of her driving record showed 3 prior convictions. Phillips refused an evidentiary blood test. Officers applied for a search warrant for a blood draw which was granted by a judge. The results of that test are pending.
Phillips was held at the Rock County Jail pending an initial appearance in court.
