INCIDENT:    Felony Pimping and Pandering of an Adult
 
LOCATION:   600 Block of 5^th St. San Bernardino
 
SUSPECT:    Devin Windham, 26 years old, resident of San Jose, Ca
 
VICTIM:          Confidential - Adult female, resident of Fresno, Ca
 
SUMMARY:
On July 9th, 2018, investigators from the San Bernardino County Human Trafficking Task Force were conducting surveillance near the area of 5th St. and G St. in the downtown area of San Bernardino.  During their surveillance, investigators noticed a white Dodge Charger, driven by a male (later identified as Devin Windham), continuously passing through the area. Investigators watched the driver, slow down and yell at females in the area. At one point, investigators watched Windham drive into the parking lot of an area motel, make contact with a female (later identified as the victim), hand her an item and then leave the area. Investigators continued surveillance of the female, noting her activities both before and after her contact with Windham were consistent with her involvement in prostitution. The investigation continued into Tuesday, July 10th. At that time, they located Windahm's vehicle in the parking lot of the same motel they had witnessed his contact with the victim the day prior. He was contacted by investigators after he left the motel room where the victim was located and he was detained while other investigators contacted the victim. A search of the room produced a large quantity of money.  Further investigation and interviews produced evidence that Windham was encouraging and benefiting from the victim's involvement in prostitution.  Windham was placed under arrest  and transported/booked at Sheriff's Central Detention Center for Felony violation of Pimping and Pandering of an adult. He is being held in lieu of $100,000 bail.
 
The San Bernardino County Human Trafficking Task Force is made up of investigators from the San Bernardino County Sheriff's Department, San Bernardino County District Attorney's Office, San Bernardino Police Department, Ontario Police Department, San Bernardino Unified School District Police, California State Parole, Office of Homeland Security and the Federal Bureau of Investigation.
