Narrative:
In March of 2018, Classification Deputies assigned to the Todd Road Jail Facility began investigating drugs being smuggled into the Todd Road Jail Facility in Santa Paula. During the investigation, deputies learned Inmate Roger Valenzuela conspired with (S) Wendy Rugelio to smuggle drugs to Valenzuela.  Valenzuela was currently in custody at the Todd Road Jail Facility for unrelated commercial burglary charges.
 
On July 11th 2018, Todd Road Jail Classification Deputies and Detectives assigned to the Thousand Oaks Special Enforcement Unit served a search warrant at Rugelio’s residence in the 100 block of North Avenue in the City of Los Angeles. During the service of the search warrant deputies recovered narcotics packaged for sale, various drug paraphernalia and evidence related to Rugelio’s and Valenzuela’s conspiracy to bring drugs into a jail.  
 
As a result of the investigation, Rugelio was arrested for 4573(a) PC / Bringing Drugs into a Jail, 4573.9 PC / Giving Drugs to a Person in Jail, 11379(a) HS / Possession of a Controlled Substance for Sale and 182(a)(1) PC / Conspiracy to Commit a Crime.  Rugelio was booked at the Ventura County Sheriff’s Pre-Trial Detention Facility and her bail was set at $50,000.00 dollars. Valenzuela was arrested for 4573(a) PC/ Bringing Drugs into a Jail and 182(a)(1) PC / Conspiracy to Commit a Crime. Valenzuela, who was already in custody at the Todd Road Jail, was supplementally booked for the additional charges.
 
Rugelio and Valenzuela are scheduled to appear in Ventura County Superior Court on Friday, July 13th, 2018, for their arraignment.
