On Thursday, June 28, 2018 at 5:00 PM officers responded to a local business on the east side of Green Bay for a report of a suspicious male. The initial complaint was the male was looking under the bathroom stalls in the women’s restroom. When officers arrived, they took the male into custody.

In the investigation, they learned a 13 year old girl had walked into the restroom and was followed by the male suspect. The female tried to close the bathroom stall to prevent the male from coming in. As the female tried to prevent the door from being opened, the male tried to reach underneath the door to unlock it. Another female who was in the restroom heard the commotion and came to the aid of the 13 year old girl. The male suspect was pushed out of the bathroom and turned over to the staff of the business until officers arrived.

Officers arrested Richard Schwantes, a 60 year old Green Bay resident. Mr. Schwantes is in custody at the Brown County Jail and we are recommending charges to the Brown County District Attorney Office of Child Enticement,-felony, Disorderly conduct, and Bail Jumping.

“When incidents like this occur, it affects every parent.” Says Police Chief Andrew Smith. “Incidents of this nature that involve our youth are unacceptable and we will do everything we can to protect and ensure the safety of all our youth in our community.” I want to thank the manager and staff for their response that kept Mr. Schwantes at the business so officers could take him into custody, the brave bystander for helping the child, and the officers for responding so quickly to take Mr. Schwantes into custody, said Chief Smith.
