6/26 – 8:00 p.m. – A Millstadt Officer was advised to be on the lookout for a hit and run traffic crash suspect. The crash occurred on Frank Scott Parkway and 11th Street. The Millstadt Officer observed the vehicle, and stopped it in the 400 block of South Illinois Street. The Sheriff’s Department responded to the stop. During the investigation the female driver got out of her vehicle, aggressively walked towards the Millstadt Officer, ignored verbal commands, and the struck the Millstadt Officer in the chest with her hand. She was arrested. On 6/18 the St. Clair County State’s Attorney’s Office charged the suspect, Cindy L. Horrell, age 53 of Columbia, with the following:
Count 1: Committed the offense of Aggravated Battery, in that she, in committing a battery, knowingly made physical contact of a provoking nature with the officer, in that she struck the officer in the chest with her hand, knowing him to be a peace officer, engaged in the performance of his authorized duties. A Class 2 Criminal Felony.
Count 2: Committed the offense of Failure to Stop After Accident Involving Property Damage, in that she knowingly failed to stop the vehicle she was driving, after that vehicle was involved in an accident on Frank Scott Parkway West, in which another motor vehicle was damaged as a result of that accident. Class A Traffic Offense.
