OSBI - Victim of homicide in Woodward, Oklahoma identified 
The victim of this morning's homicide in Woodward, Oklahoma has been identified as 22 year old Justin Lout. Lout was shot and killed this morning at a residence at the 700 block of 2nd Street. Lout did not live at that residence but he is from the Woodward area. The investigation continues.
