Narrative:
Sheriff’s detectives arrest Thousand Oaks man in reference to overdose death.
On 04-24-18, the Ventura County Sheriff’s Office was notified of a suspected drug overdose which occurred in the City of Thousand Oaks.  Detectives learned that Lyndsay Binkowski, a 26-year old resident of Thousand Oaks, had been found unresponsive by family members at her residence.  She was transported to Los Robles Hospital in critical condition.  Hospital staff found Binkowski had fentanyl transdermal patches on her body.  Binkowski was placed on life support but ultimately was not able to recover and was pronounced deceased on 04-25-18.
Detectives with the Sheriff’s Major Crimes Bureau and Narcotics Bureau conducted a joint investigation into Binkowski’s death and identified Robert Blackburn as a source of narcotics for Binkowski.  During the month of May, detectives served a search warrant at Blackburn’s residence, located in the 1100 block of White Cliff Road in Thousand Oaks.  Detectives found approximately 100 grams of methamphetamine, fentanyl patches, and other prescription medication which were all believed to be possessed for the purpose of sales.  Detectives also found an operable shotgun with live ammunition in Blackburn’s residence.  Additional evidence was obtained which showed Blackburn supplied controlled substances to Binkowski several days prior to her death.
Blackburn was arrested and his case was presented to the Ventura County District Attorney’s Office for review.  Numerous felony charges were filed against Blackburn including sales of a controlled substance and possession for sale of a controlled substance.  Blackburn, who is a prior felon, was also charged with felony firearms violations related to the seized shotgun.
Blackburn is currently in custody at the Pre-Trial Detention Facility and his bail has been set at $105,000.00.  He is scheduled appear in Ventura County Superior Court next on 07-03-18.
