The New Jersey Department of Transportation (NJDOT) is
committed to developing transportation improvements that
best balance transportation needs, the environment,
community concerns, and cost. NJDOT will hold a Public
Information Center (PIC) to provide local residents,
officials, and the business community regarding the
preliminary engineering design plans for the Route 38,
South Church Street (CR607) to Fellowship Road (CR
673) intersection improvements. You are encouraged to
actively participate by providing comments at the meeting,
by mail, or by e-mail.

The Meeting
The Public Information Center will be held at the
Burlington County Engineering Complex, Main
Meeting Room, 1900 Briggs Road, Mt. Laurel, NJ, on June 6, 2018 from
6:00 PM – 8:00 PM. Please come at a time that is
convenient for you. You will have an opportunity to review
exhibits of the preliminary design plans for the proposed
project, ask questions and share information with
representatives of NJDOT. Property owners with rental
units are advised that tenants are also invited and
encouraged to participate.

Project Background
The intersection of Route 38, South Church Street, and
Fellowship Road operates as one network of three
intersections operating in conjunction with each other. The
intersections that make up the network intersection
include: Route 38 & South Church Street (C.R. 607);
Route 38 and Fellowship Road (C.R. 673); and South
Church Street and Fellowship Road. Traffic congestion
occurs on Route 38 due to the lack of capacity which
causes problems with queuing on Westbound Route 38,
Southbound South Church Street, and on Fellowship
Road. NJDOT’s Congestion Management System ranks
this location as the 2nd highest priority statewide. There is
also a significant crash history at this location, in part
because of the intersection’s geometric deficiencies. The
bridge on South Church Street over the North Branch of
Pennsauken Creek (Hooten’s Bridge) is in poor condition
and in need of repair or rehabilitation.

Proposed Project
The purpose of this project is to improve the level of
service, improve safety, reduce congestion and provide
ADA compliance throughout the network intersection.
The proposed improvements include widening to increase
the number of lanes around the entire intersection network
to include dedicated left turn lanes at the Route 38 and
South Church Street intersection in addition to a dedicated
left turn lane to the northbound South Church Street and
Fellowship Road intersection. New traffic signals will be
provided along with highway lighting improvements.
Hooten’s Bridge will be reconstructed and widened. Curb
ramps and sidewalks will be installed or modified to meet
ADA requirements.

Environmental Information:
Strawbridge Lake Park is a public park and also is a
Section 4(f) resource located within the limits of the
project. The park is encumbered under the NJDEP Green
Acres Program. Any taking of land from the park will
require coordination with Moorestown Township and the
NJDEP; a Public Hearing; and review and approval by the
State House Commission.

Historic and Cultural Resources:
Federal regulations pertaining to the protection of historic
properties, referred to as the Section 106 process, require
the NJDOT to take into account the effect of proposed
projects upon historic resources listed in, or eligible for
listing in, the National Register of Historic Places. A
handout with information about the process will be
available at the Public Information Center.
NJDOT is required to solicit public input to assist it to
carry out the Section 106 process. Historic preservation
organizations, historical societies, and similar groups, or
individuals with information about cultural resources
(archaeological or architectural) in the project area are
encouraged to attend the Public Information Center or
comments may be submitted to:

Complete Preliminary Engineering: Fall 2018
