SUSPECT(S): Jose Baltazar Castillo, 59-year-old a resident of San Bernardino
Irene Rodriguez Torres, 52-year-old a resident of San Bernardino

SUMMARY: Central Station has a dedicated Child and Adult Protective Services Deputy who investigates allegations of child and elder abuse. In February 2018, the deputy began an investigation on a referral from Children and Family Services. The allegations were the continuous sexual abuse of a 17-year-old female victim; the abuse started when the victim was 3-years-old. During the investigation, detectives discovered there were four additional juvenile victims living in the home. Detectives interviewed and collected evidence, and identified Jose Antonio Castillo as the suspect.

On February 17, 2018, Castillo was arrested and booked into the Central Detention Center. Detectives also arrested Irene Rodriguez Torres who is in a relationship with Castillo. Torres was aware of the sexual abuse and failed to report the incident and protect the children in her care and, she attempted to dissuade the victims from speaking to detectives. On February 26, 2018, Torres was arrested and booked into the Central Detention Center for PC 273a(a) Child Abuse. Torres has since plead guilty and has been released from custody and is on four years of felony probation. Jose Castillo’s case is still pending.
