Following a pursuit, deputies arrest a Parolee for felony evading in a stolen vehicle

DATE/TIME: Tuesday, May 8, 2018 / 12:10 a.m.

INCIDENT: Felony Evading / Possession of Stolen Vehicle

LOCATION: 5th Street & Palm Avenue, Highland

SUSPECT(S): #1) Kody Patrick Moore, age 25, San Bernardino resident
#2) Albert Eugene Harper, age 31, Highland resident

SUMMARY:

On Tuesday, May 8, 2018 at 12:10 a.m., Deputy E. Campos was near 5th Street and Palm Avenue conducting an area check for a stolen 2002 Chevrolet pickup truck. The vehicle was reported stolen to the Highland Police Department on May 6, 2018. Campos located the pickup truck and continued following it until additional patrol units were available for a traffic stop.

Deputy Campos followed the pickup truck as it entered on the eastbound I-210 freeway from 5th Street. The driver continued to the westbound I-10 freeway, where he exited the freeway at Mountain View Avenue. Additional units and the Sheriff’s helicopter were arriving in the area when the driver increased his speed and sped away. The driver failed to stop for the traffic signal at the bottom of the off-ramp and went through the intersection with Mountain View Avenue, getting back onto the W/B I-10 freeway. Deputies initiated a vehicle pursuit at that time.

The driver, Kody Moore, continued driving on the W/B I-10 freeway at speeds of 80-90 mph. He exited at Tippecanoe Avenue in San Bernardino and failed to stop for a second red traffic signal. He drove recklessly through the Hospitality Lane area. On two occasions, Moore drove through several business parking lots to elude the deputies. Moore drove through a planter in front of BJ’s Restaurant and entered back onto the roadway. He continued driving in a reckless manner, traveling at high speeds on the city streets. He eventually got back on the 10 freeway and exited at Mt. Vernon Avenue in Colton. Moore continued driving at high speeds through Colton, then turned onto E. Hillcrest Avenue and fled on foot from the vehicle. He was apprehended after a brief foot pursuit and taken into custody on Olive Street without further incident. The passenger in the vehicle was identified as Albert Harper.

Both Moore and Harper were arrested at the scene. Moore is on active parole through the Department of Corrections for Assault with a Deadly Weapon. He will face new charges of Felony Evading from an Officer, Possession of a Stolen Vehicle and Parole Violation. Harper will face charges of Possession of a Stolen Vehicle. Both suspects were booked at the Central Detention Center in San Bernardino.
