On 03/23/18 at 0234 hours, an officer of the Janesville Police Department was conducting a security check at Kiwanis Pond located at 2099 Pond Rd. The officer observed a vehicle parked unusually in the lot, with its headlights on, and the engine running. The officer approached the vehicle and found it occupied, with an awake but unresponsive male.
The suspect admitted to alcohol consumption and the officer observed signs of impairment by alcohol. The suspect was unable to perform one Standardized Field Sobriety Test and refused to perform others. The suspect also refused to provide a preliminary breath sample. Based upon the circumstances, the suspect was arrested for OWI-7th offense. A check of their driving history showed 6 prior alcohol related convictions. The suspect was identified as Kevin P. Wilson. Wilson was also arrested for an outstanding warrant.
Wilson refused to provide an evidentiary chemical sample of his blood for testing. A search warrant was drafted and officers later conducted a forced blood draw at a local medical facility. The results of that test are still pending. After medical clearance, Wilson was transported to the Rock County Jail pending an initial appearance.
