Department News Release: Police Chief Kevin Jowitt Requests Two Officers for Promotion (Detective Tim Hendricks & Patrolman Brice Swart)

(Noblesville, Indiana) On March 21, 2018, Noblesville Police Chief Kevin Jowitt petitioned the Noblesville Police Merit Commission to consider merit promotions for two officers. Chief Jowitt requested that Detective Tim Hendricks and Patrolman Brice Swart both be promoted to the rank of Sergeant. The Police Merit Commission approved the request and both officers will be officially sworn in at their new rank on Monday, March 26, 2018.

Detective Tim Hendricks was hired by NPD on April 19, 1999. Prior to the approval of his promotion, Detective Hendricks served in the Criminal Investigation Division as an investigator. In addition to his role as an investigator, Detective Hendricks is also assigned duties in the internal affairs section and is a certified crime scene technician. Detective Hendricks will remain in the Criminal Investigation Division as a supervisor.

Patrolman Brice Swart was hired by NPD on September 27, 1999. Prior to the approval of his promotion, Patrolman Swart served in the Patrol Division as a patrol officer. In addition to his role as a patrol officer, Patrolman Swart is also a member of the Emergency Services Unit and Field Training Unit. Patrolman Swart will remain in the Patrol Division as a field supervisor.

Advancement to the rank of sergeant and lieutenant are merit promotions within the Noblesville Police Department. Patrol officers and detectives are eligible to apply for the sergeant promotion process while officers currently holding the rank of sergeant are eligible to apply for the lieutenant process. Interested candidates for either process must submit to a formal evaluation process. The process is comprised of a number of components to include a written examination, oral interview, assessment exercises, and a review of past work performance. The process is extremely competitive and is administered every two (2) years in order to establish an eligibility list. A one-year probationary period is required of all officers who are promoted.

Appointments to the rank of captain are made by the Chief of Police and those appointees serve at his/her discretion.
