Police Blotter February 19th through March 1st

February 19th

Vehicle theft – 1800 block of Arlington Blvd:
Sometime overnight from 2/16/18 and 2/17/18, an unknown suspect stole the victim’s 2003 Ford E150 van. However, the victim waited until Monday to report it. On Sunday night, Richmond PD impounded the vehicle, as it appeared abandoned.

Warrant – Cutting Blvd / San Pablo Ave:
At 1931 hours, an officer conducted a traffic stop and a 32-year-old female from Richmond on a Marin County Burglary warrant. She was booked at ECPD and then transported to County Jail.

Warrant (X3) – Lucky, 1000 El Cerrito Plaza:
At 2332 hours, an officer was conducting a security check when he was flagged down regarding an unwanted subject. He contacted a 28-year-old transient man and determined he was wanted on three warrants (Burlingame PD, San Francisco PD, and San Mateo PD). He was arrested and released on a citation.

DUI Collision, Hit and Run – Central Ave / Yosemite Ave:
At 0055 hours, an officer came across a collision, which just occurred. A Hyundai collided with a white SUV. The Hyundai was disabled in the intersection. The driver of the white SUV fled the scene and collided with another parked vehicle as it fled. The white SUV was not located. The driver of the Hyundai, a 36-year-old female from Sacramento, was determined to be DUI. She was arrested, booked at the ECPD, and then released on a citation.

February 20th

Mental health evaluation – 11700 block of San Pablo Ave:
An officer committed a 42-year-old El Cerrito man for a psychiatric evaluation after he suffered a psychotic break and was rambling incoherently. He was transported to the Contra Costa Regional Medical Center by ambulance.

Stolen vehicle recovery – 500 block of Richmond St:
A Community Services Officer located a 1998 Honda Civic that had been reported stolen to El Cerrito PD on the 18th.

Warrant – 11000 block San Pablo Ave:
At 1919 hours, an officer conducted a traffic stop and arrested a 45-year-old man from El Cerrito on a Berkeley PD Warrant. He was released on a citation in the field.

Theft from Auto – 2500 block of Carquinez Ave:
Between 1945 and 2215 hours, an unknown suspect entered the victim’s unlocked vehicle and then accessed her trunk and stole a backpack containing music books.

Prowling – 500 block of Kearney St:
At 2337 hours, an officer responded to a prowler. The victim caught a black male wearing a black hoodie climbing a fence and onto her second floor balcony. She confronted him and he fled in an unknown direction.

Possess Controlled Substance – (Safeway) 11450 San Pablo Ave:
At 0215 hours, an officer investigated a suspicious vehicle and arrested a 23-year-old Vallejo man for possession of cocaine and heroin. He was booked and then released on a citation.

February 21st

Vehicle theft / Recovery – 5400 block of Macdonald Ave:
An officer reports that an unknown suspect stole the victim’s 1997 Toyota Rav-4 sometime during the night. While circulating the area, an officer located it down the block with all but one of the windows shattered.

Auto burglary – 5500 block of Macdonald Ave:
An officer reports that an unknown suspect shattered the victim’s vehicle window and stole property.

Residential Burglary, Robbery, False imprisonment, Elder abuse – 6800 block of Portola Dr:
At approximately 1300 hours, multiple suspects entered the victim’s residence through an exterior garage door. Once inside, they encountered the elderly female resident. They proceeded to heavily ransack the victim’s home while shuffling her around to various areas of the house. The victim waited until her relative returned home to call approximately an hour later. The suspects are described as light skinned black male adults, tall, thin builds, wearing dark clothing, gloves, and masks.

Residential Burglary, Robbery – 600 block of Kearney St:
At approximately 1450 hours, multiple suspects entered the victim’s residence by shattering two sliding glass doors. Once inside, they encountered the resident and promptly attacked him. Once the victim was subdued, the suspects heavily ransacked the house and stole property. The suspects fled prior to police arrival. The victim was transported to the hospital by ambulance for his injuries. The suspects are described as black male adults, tall, thin builds, wearing dark clothing, gloves, and masks.

February 22nd

Vehicle theft – 6700 block of Moeser Ln:
An officer reports that an unknown suspect stole the victim’s 2001 Honda CR-V sometime between 2/21/18 at 2200 hours and 2/22/18 at 0900 hours.

Residential burglary – 2700 block of Del Monte Ave:
An officer reports that an unknown suspect entered the victim’s garage via an unsecured exterior door. Once inside, the suspect rummaged through the garage and vehicle and stole property.

Shoplift, Probation violation – (CVS) 10650 San Pablo Ave:
An officer accepted the citizen’s arrest of a 25-year-old transient man after he stole property from the store. During booking, the man was found to be on three dockets of probation. After booking, the man was transported to the Martinez Detention Facility.

Residential burglary – 2200 block of Mono Ave:
Officers were dispatched to the residence for a burglary in progress with the suspect being pinned down by the victim. Officers arrived and arrested a 34-year-old transient man in the garage of the victim’s residence. The victim returned home from BART and saw the suspect in his garage. The victim tackled the suspect and called police. The victim remained on top of the suspect until police arrived. The man was booked at the El Cerrito Police Department and released due to several pre-existing medical conditions.

February 27th

Arson – 1700 block of Liberty St:
Between 1145 and 1150, an unknown suspect lit a canvas bag of junk mail on fire. A nearby neighbor extinguished the fire and summoned the fire department. The fire department responded and inspected the contents.

Shoplifting – 1000 El Cerrito Plaza:
An officer accepted the citizen’s arrest of a 30-year-old New Mexico man after he stole food from the business. The man was booked at the El Cerrito Police Department and released.

Defrauding an Innkeeper – (Denny’s) 11344 San Pablo Ave:
At 2057 hours, an officer was dispatched to a dine and dash at Denny’s. The suspect was last seen heading northbound towards Safeway. The officer happened to be at Safeway when the call was dispatched and saw the 35-year-old suspect and detained him. He was detained and positively identified as the suspect during an infield show-up. He was placed under citizen arrest and released on a citation in the field.

Shoplifting – (Walgreens) 11565 San Pablo Ave:
At 2337 hours, Officers responded to a suspicious person at Walgreens. The known thief was concealing vitamins and other medicine on his person. Officers arrived and detained the 40-year-old male. He was placed under citizen arrest and released on a citation in the field.

Possess Controlled Substance – Knott Ave / Key Blvd:
At 0154 hours, an officer conducted a pedestrian stop and arrested a 37-year-old man from Richmond for possession of methamphetamine. He was booked at the ECPD and then released on a citation.

February 28th

Shoplifting, Probation violation, Possession of paraphernalia – CVS, 10650 San Pablo Ave:
An officer accepted the citizen’s arrest of a 29-year-old transient man after he stole food from the business. The man was booked at the El Cerrito Police Department where he was found to be on two dockets of probation. He was also found in possession of a glass smoking pipe.

Grand theft from automobile – 11565 San Pablo Ave:
An officer reports that an unknown suspect entered the victim’s unlocked vehicle and stole a purse and laptop computer.

Burglary – 6700 block of Cutting Blvd:
Three female juvenile suspects enter the house and stole an iPhone and iPad. The suspects were associates of the victim’s child.

DUI Collision – Fairmount Ave / Pomona Ave:
At 1925 hours, Officers responded to a rollover collision. A black Honda CRV travelling eastbound on Fairmount Ave at Pomona Ave struck a parked vehicle. The 61-year-old female driver from Berkeley was arrested for DUI. She was transported to the hospital with minor injuries and released on a citation to medical staff for treatment.

Armed Robbery – (CVS) 670 El Cerrito Plaza:
At 2325 hours, officers responded to a robbery which just occurred. The suspect entered the business, brandished a handgun, and stole cash. The suspect was a black male, 17-18 years old, wearing a black ski mask, black jacket, grey pants, and black shoes.

Stolen Vehicle – 1700 block Lexington Ave:
At 0200 hours, a Richmond officer attempted a stop on a tan 1991 Acura Integra but the vehicle fled. No pursuit was initiated. Officer Jinparn contacted the registered owner and learned the vehicle was stolen between 1700 and 0200 hours.

March 1st

Missing person – 3200 block of Carlson Blvd.
An officer reports that a 54-year-old transient man checked himself out of the care home for the day and did not return. The man suffers from substance abuse and medical issues. He was entered into Missing and unidentified persons system.
