Southern California Edison Road Closures

Southern California Edison (SCE) is planning to start construction of their tower replacement east of Sepulveda Blvd. to just east of Village Dr. in the following weeks, February 11-16 (Stage 1) and February 18-23 (Stage 2). The planned tower replacement requires the use of massive cranes spanning three lanes of traffic on westbound Rosecrans Ave. Due to the complexities of the project, a 16-hour construction window is required and unavoidable. This is a similar set-up as SCE’s January road closure at another tower replacement location west of Sepulveda Blvd, with the exception of full closure of westbound Rosecrans traffics from Feb 11-16, 11PM-3 PM.
• Work hours is 11 PM to 3 PM, Sunday to Friday (details of traffic closure below).
• The following traffic control will be in place for this road closure:
• Stage 1 (Feb.11-16)- One westbound traffic lane will be open to traffic from Aviation Blvd. to Village Dr. All westbound traffic lanes will be closed off from Village Dr. to Sepulveda Blvd. Eastbound traffic not impacted. Detours will be set up at Aviation and Douglas to divert traffics.
• Stage 2 (Feb 18-23)- One westbound traffic lane will be open to traffic from Aviation Blvd. to Village Dr. All westbound traffic lanes will be open after Village Dr. 2 eastbound traffic lanes will be open from Sepulveda Blvd. to Apollo St. All eastbound traffic lanes will be open after Apollo St.
• Los Angeles County Sheriff will be hired by SCE to provide sufficient officers to direct traffic at the intersection of Rosecrans Ave. and Village Dr. as well as flaggers at crosswalk locations to safely escort pedestrians.

Public Works Staff and Police Department Staff are working diligently with SCE and coordinating with other public agencies (Manhattan Beach, Caltrans, etc.) on this project to minimize any impacts to the public. Staff negotiated with Edison to modify work hours to avoid afternoon rush hours. A notice for the project will be posted on the City Website and Facebook page shortly and will be updated as necessary. City Staff are working with SCE to finalize other phases of the project and will provide more updates as they become available.
