Narrative:
Suspect arrested after furnishing heroin to a drug overdose victim.

During the early afternoon hours of August 31, 2017, deputies from the Thousand Oaks Police Department were summoned to a residence in the 900 block of Brossard Drive for a medical emergency. Upon their arrival, deputies found the victim, Ashley Machado, unconscious on the front porch. Emergency medical personnel arrived on scene and immediately administered life-saving efforts to Machado. Machado was transported to Los Robles Hospital where she was placed in the Critical Care Unit (CCU). Machado’s medical condition remained critical for weeks on end, as she had suffered an injury resulting from the heroin overdose.

Early on in the investigation, it was discovered Machado was with David Delacruz at the time of her overdose. Delacruz had recently paroled in July of 2017 after serving nearly 12 years in state prison for armed robbery.

An investigation into the circumstances surrounding Machado’s overdose was initiated by the Sheriff’s Major Crimes and Narcotics Bureaus. Investigators learned Delacruz fled the scene immediately following Machado’s overdose and relocated to Idaho. Delacruz’ involvement in Machado’s overdose was relayed to California State Parole, who in turn placed a no-bail parole violation (warrant) into the nationwide database. In early December, Delacruz was contacted by law enforcement authorities in Idaho and his out of state warrant was discovered. Delacruz was arrested for the parole warrant, extradited back to California and booked into the Ventura County Main Jail on December 7, 2017.

Following a five month investigation, investigators compiled enough evidence to showcase that Delacruz not only provided Machado with the heroin, but that he had injected the dangerous drug into her body; both of which are violations of the law. Delacruz, whom remains in custody without bail for the parole violation, was arrested on February 2, 2018, for an additional charge of supplying the heroin which led to Machado’s overdose. Delacruz is scheduled for arraignment on February 6, 2018.
