Crime Alert and Community Update Bulletin

When I mention “the unit block” of a street, this means the incident occurred at an address anywhere between 1 and 99 of the street.

Notable Cases

On Monday, 01-15-18 at 11:43 p.m., Officer Shoopman and Officer McCarthy were on patrol in the area of Geneva Avenue and Schwerin Street when they saw two unknown males with flashlights who were searching through vehicles. As the officers made eye contact with the subjects, the subjects started running and randomly throwing and dropping objects into the street. The officers caught up to the two subjects, and one subject had an imitation-style Beretta PX4 BB gun stuffed inside the right side of his waistband. After the subjects were both searched, officers determined the two subjects were responsible for burglarizing six vehicles on the 500 block of Allan Street and one on the 200 block of Ottilia Street. The first subject, a 26-year old San Francisco resident, was arrested for burglary, resisting a peace officer, conspiracy to commit a crime, contributing to the delinquency of a minor, and carrying an imitation firearm. The second suspect, a 16-year old San Francisco resident, was arrested for burglary, resisting a peace officer, and for conspiracy to commit a crime. Thanks to the keen eyes of both of the officers, these subjects were stopped from possibly burglarizing more vehicles!

On Tuesday, 01-16-18 at approximately 1:30 p.m., a 13-year old Daly City resident was arrested for possession of a weapon on school grounds at Fernando Rivera Intermediate School. He was released to school staff, and the knife he was carrying was booked for destruction.

On Thursday, 01-18-18 at 12:33 a.m., Officer Bermudez and Officer Ortega were dispatched to the Starbuck’s on Mission Street on a report of a motion detector sensor alarm being triggered. The security company said they had a visual of a male subject inside of the store and gave a description to the dispatchers. The security company placed a phone call to the store, and the male subject inside answered, saying the manager was in the bathroom. The security company advised they could see the subject reaching over the counter and grabbing multiple items and then advised the subject left the business. Officer Bermudez saw a subject matching the description about a block away from Starbuck’s, and the subject was carrying a Starbuck’s paper bag filled with multiple items. The officer asked the subject where he was coming from, and the subject said he was coming from the Top of the Hill and that he was headed to a friend’s house in South San Francisco. Officer Bermudez asked the subject where he got the items in the Starbuck’s bag from, and the subject said he bought them in South San Francisco but did not have a receipt. Based on what the security company had witnessed, Officer Bermudez placed the subject under arrest and conducted a search of the subject incident to arrest and found a container inside the subject’s sweatshirt pocket. Inside the container was a small plastic zip lock baggie containing a crystalline substance believed to be methamphetamine. The subject, a 28-year old transient, was booked in jail for burglary and for possession of a controlled substance.

On Thursday, 01-18-18, we were notified by a parent of an 18-year old daughter that met a subject at Westlake Shopping Center who said he was a police officer. The subject exchanged phone numbers with the reporting party’s daughter and sent her photos wearing police-style gear and displaying firearms. The reporting party didn’t feel “right” based on the photos that his daughter received. Later that day, the daughter arranged to meet the subject at a coffee shop, but the detectives met him instead. The subject, a 25-year old Fairfield resident, was in a black Ford Explorer decked out with lights and a siren. He was wearing a ballistic vest, had a Taser and baton. He was arrested for impersonating a police officer.

On Sunday, 01-21-18 at 11:46 a.m., Officer Castillo was flagged down by a motorist who said there was a fight near Chipotle at the Westlake Shopping Center. As Officer Castillo was arriving on scene, he was flagged down by the victim who said he was just robbed. The 19-year old victim from Pacifica said he put an ad on the “Offer Up” application a month ago for the sale of jewelry—a white gold ring with numerous diamonds and a cross pendant with diamonds on a yellow gold chain. The victim said an unknown suspect using the name “Will” responded, and they agreed to meet at the Starbuck’s at Westlake Shopping Center. The victim said he and his girlfriend noticed two subjects standing in front of the Starbuck’s. The victim said one subject was looking at his phone, so the victim waved his hand toward him and verified he was the one who wanted to purchase the ring. The victim said he and the subject sat inside of Starbuck’s to conduct the show and transaction. The victim said the subject seemed interested in purchasing the ring and tried it on his finger. The victim said the subject kept trying to keep the jewelry close to him, and the victim kept moving it back towards himself. The victim said for approximately 10 minutes, he answered questions about how to verify the diamonds, and they negotiated the price. The victim said the subject then handed his wallet to the subject next to him, and then the subject quickly grabbed both items of jewelry (in boxes) and ran towards the exit. The victim said he chased after the suspect and caught him in the middle aisle of the parking lot west of Chipotle. The victim said he wrestled the suspect for a moment but let go after the subject punched him on the left side of his head. The victim said the suspect ran to a parked white mid 2000’s Mercedes 4-door vehicle which was parked by Nation’s. A bystander tried to chase the car but couldn’t remember the license plate number. The first suspect was described as a Hispanic male, approximately 18 years old, 5’7”, chubby build, wearing a black hooded sweatshirt, gray pants and a silver chain. The second suspect was described as a white male, 18 years old, 5’8”, short brown hair, wearing an unknown colored hooded sweatshirt, blue jeans and white shoes. While waiting for a cover officer to arrive, Officer Castillo said a Starbuck’s employee handed him a shoe that he believed to belong to the first suspect, as well as the box with the pendant in it. The victim gave the officer 16 fake $100 bills that were folded in half. The victim said the suspect flashed the fake bills to him while they were discussing the sale of the jewelry, but that the suspect handed the bills back to the second suspect before he grabbed the jewelry. This investigation is continuing.

On Sunday, 01-21-18 at 4:17 p.m., officers were dispatched to the 500 block of Carter Street on a report of a vehicle that was just taken by an unknown male. The victim, a 23-year old San Francisco resident, said he was standing on the passenger side outside of his 2012 Toyota Corolla that was running when he saw three males walking in his direction and towards a taxi cab. The victim said one male walked past his car and said, “We’ll take this, it has the keys in it”, and he entered the vehicle. The victim said the other two subjects walked to the taxi. The victim said he approached the taxi and told them not to leave. The subjects left the cab and told the victim to leave them alone or they would beat him up. This investigation is continuing.

On Sunday, 01-21-18 at 10:50 p.m., after covering an officer on a traffic stop at Geneva Avenue and Bayshore Boulevard, Officer Cain conducted a traffic enforcement stop in the area of Bayshore Boulevard and Leland Avenue. This resulted in an arrest of an 18-year old Daly City resident for furnishing marijuana to a minor, possession of narcotics, possession of burglary tools, possession of a dirk or dagger, and for possession of under 28.5 grams of marijuana.


Robberies

There were five robberies during the past week.

On Tuesday, 01-16-18 at 6:55 p.m., Officer Perez was dispatched to the bleacher seat area of Westlake Park on a report of a man who was striking the 17-year old reporting party’s father. When Officer Perez arrived, the suspect was gone. The victim, a 36-year old Daly City resident, said he was running up and down the bleacher seats and said an unknown subject was walking on the nearby dirt path and asked him for a dollar. The victim said he didn’t have a dollar and continued running. The victim said the suspect then hit him once in the back of his head, causing him to fall to the ground. The victim said the suspect then punched him on the face and kicked him three times. The victim said the suspect then took the victim’s wallet form his right rear pants pocket and cell phone from his right front pants pocket and fled. The victim described the suspect as a black male, between 30-35 years old, 5’10”, approximately 250 lbs., wearing a red hooded sweatshirt, black pants and black shoes. Officers were unable to locate the suspect.

On Wednesday, 01-17-18 at 9:00 p.m., the Target store was the victim of a commercial burglary via shoplifting. Two of the loss prevention officers were victims of a strong armed robbery via kicks, scratches, spitting and shoving by the suspect, an 18-year old Daly City resident, when they tried to detain her for shoplifting. The suspect was arrested for robbery.

On Thursday, 01-18-18 at approximately 7:50 p.m., Officer Cabatic and Officer Ortiz were dispatched to the Dollar Tree store on Mission Street on a report of a theft. The reporting party said a subject walked out of the store with a bag full of unpaid merchandise. The reporting party advised the subject was at the bus stop across the street and said she would like to sign a private citizen’s arrest for theft. When the officers went to talk to the subject, they said she kept walking away from them. At one point, the subject raised her umbrella in a provoking manner and kicked a bottle which struck Officer Ortiz’ calf. Officers ultimately arrested the 58-year old transient subject for robbery, battery against a police officer, obstructing/resisting arrest and for an outstanding warrant.

On Friday, 01-19-18 at 4:23 p.m., Officer Ottoboni was dispatched to San Francisco General Hospital on a report of a battery. The victim, a 43-year old Daly City resident, had been at the hospital for over a day. San Francisco P.D. advised the officer that the victim said he had been assaulted and knocked unconscious on the sidewalk on the unit block of Acton Street around midnight on Wednesday. The victim said he took the 14 line MUNI home from work sometime around midnight and got off at Mission Street and Acton Street. He said two subjects were on the bus and also got off at his stop. He said he remembered walking up Acton Street, but that his memory went blank after that. The victim said he had $1,000 cash and a bus pass in his wallet. The victim had multiple facial fractures, broken/missing teeth, bruising and swelling to the top and back of his skull and a brain bleed. This investigation is continuing.

On Sunday, 01-21-18 at 11:46 a.m., a 19-year old Pacifica resident was robbed of a diamond/gold ring by a suspect he met by using the app “Offer Up” while conducting a possible sale of the ring. This occurred at the Starbuck’s at Westlake Shopping Center. See “Notable Reports” for more information.



Residential Burglaries

There were two residential burglaries during the past week.

On Wednesday, 01-17-18 between 9:00 a.m. and 4:30 p.m., a residence on the 100 block of Abbot Avenue was burglarized by an unknown suspect(s) who forced entry through the front door and bedroom door. The loss was $5 in coins.

On Thursday, 01-18-18 between 8:40 a.m. and 9:00 p.m., a residence on the 200 block of Skyline Drive was burglarized by an unknown suspect(s) who broke the rear downstairs window to gain entry. There was no loss.


Commercial Burglaries

There was one commercial burglary during the past week.

On Thursday, 01-18-18 at 12:33 a.m., a 28-year old transient subject was arrested for burglarizing the Starbuck’s Store on Mission Street. See “Notable Reports” for more information.



Vehicle Burglaries

There were ten vehicle burglaries and one attempted vehicle burglary during the past week. Two subjects were arrested for seven of the burglaries.

• Sprouts parking lot—a diaper bag was taken from a 2017 Jeep Latitude. The right rear window was smashed. Occurred on 01-15-18 between 3:20 p.m. and 3:45 p.m.
• 500 block of Allan Street—Two subjects were arrested for burglarizing six vehicles: 2016 Toyota Corolla, 2012 Honda Civic, 1996 GMC Yukon, 2001 Volkswagen Golf, 2012 Toyota Tacoma, unknown year BMW X1. See “Notable Reports” section for more information.
• 200 block of Ottilia Street—a tool box was taken form a 1999 Volkswagen Passat. The right front window was smashed and right rear window was smashed. Occurred between 9:30 p.m. on 01-12-18 and 11:43 p.m. on 01-15-18. The subjects who were arrested for the burglaries on Allan Street were also responsible for this burglary.
• 600 block of Serramonte Boulevard—nothing was taken from a 2015 Hyundai Accent. The passenger window was smashed. Occurred between 5:00 p.m. on 01-18-18 and 10:00 a.m. on 01-19-18.
• Krispy Kreme parking lot—a backpack containing an iPhone 6, $1,000 and school supplies was taken from a 2015 Ram 1500. The left rear window was smashed. Occurred on 01-18-18 between 9:20 p.m. and 10:00 p.m.
• Serramonte Shopping Center parking lot #A8—attempted burglary to a 2013 Toyota Camry. The left front window was smashed. Occurred on 01-20-18 at 6:40 p.m.


Stolen Vehicles

There was one vehicle stolen during the past week.

• 500 block of Carter Street—a 2012 Toyota Corolla. Occurred on 01-21-18 at 4:05 p.m.


Miscellaneous

• We responded to 4 domestic disturbance cases
• There were 9 cases involving an involuntary psychiatric hold
• There were 8 vandalism cases reported
• There were 4 hit and run collisions reported



Scams/Other

PG&E Scam

I have written about this scam before in the past, and unfortunately it occurred again. On 01-17-18, a laundromat owner received a call from a male claiming to be “Mike Taylor”, and employee with PG&E. “Mr. Taylor” told the owner that he was behind on the payment for the laundromat for $8,605, and that if he did not make the payment, the power would be shut off to the laundromat. The victim said he was provided with a tracking number and instructed him to go to one of several nearby stores where he could obtain “Greendot” gift cards. “Mr. Taylor” told the caller it was necessary for him to send the funds in this manner so that the bill could be paid immediately. The caller remained on the phone as the owner went from store to store from cities from Daly City to San Carlos and in between until the owner bought $8,605 worth of cards.

I can only imagine how convincing these people can be. PLEASE warn everyone that PG&E would never phone people and ask them to make payments via this format.


Community Events/Information

State of Our Cities Address—Friday, January 26th from 11:30 am to 1:30 pm

Mayor Juslyn Manalo invites all Daly City residents to the annual State of Our Cities Address. Our Mayor will touch upon concerns and updates on the status of City projects, programs and future improvements in her speech. Mayor Raquel “Rae” Gonzales of Colma will also deliver a speech. The event will be held at the Daly City City Hall Rotunda at 333-90th Street on Friday, January 26th from 11:30 am to 1:30 pm.


Volunteers Needed for Bicycle/Pedestrian Advisory Committee

The City of Daly City seeks volunteers to serve on our Bicycle/Pedestrian Advisory Committee (B/PAC). Ideal candidates have a special interest in promoting safe pedestrian and bicycle activities. B/PAC meets quarterly to review pedestrian/bikeway conditions and proposed improvements in Daly City. The seven member committee normally meets on the first Wednesday of January, April, July and October at 6:00 p.m. at City Hall. Members are appointed for a renewable two-year term. Existing and past members are bicycle and walking enthusiasts, students, workers and commuters. One must live or work in Daly City to serve on the B/PAC. Small Electronics Recycling Drop-Off Event—Saturday, January 27th from 9:00 am to 12:00 pm

San Mateo County residents are invited to this FREE event on Saturday, January 27th from 9:00 am to 12:00 p.m. at the San Mateo Superior Court (Northern Branch) parking lot at 1050 Old Mission Road in South San Francisco. **Residents must provide proof of residency in San Mateo County (e.g. driver's license, utility bill, garbage collection bill, etc.)

Items accepted include: small appliances such as microwaves, hairdryers, vacuum cleaners, lamps (without bulbs), radio and stereo components, phones and cell phones, fax machines, copiers, printers scanners, televisions, VCR’s, DVD players, computers (CPU’s), monitors, laptops, keyboards, hard drives, electronic video games and toys, and ink/toner cartridges.
Items NOT accepted include: batteries, fluorescent lightbulbs, tubes and ballasts, large appliances such as stoves, refrigerators, dryers, washing machines, air conditioners and smoke detectors.
