Incident: Impersonation of a Police Officer

Location: Petaluma Blvd North @ B Street
Incident Summary:
On January 13, 2018, at 4:00 pm the victim was stopped by a subject impersonating a police officer. The victim was driving in the area of Petaluma Blvd North at B Street. The victim was summoned to stop by a suspect who had been riding a bicycle. The suspect approached the victim and advised him his headlights were not functioning properly. The suspect asked the victim for his license, registration, and proof of insurance. After receiving the documents the suspect walked around the vehicle as if he was inspecting it.
The suspect then handed the victim a clipboard and asked the victim to complete a form which included his identifying information and social security number. The victim completed the form and returned it to the suspect who then asked the victim if he wanted to pay the fine immediately or receive information about the fine in the mail. The suspect told the victim if he did not pay immediately, the fine would double the following day. The victim did not have the money and did not pay the fine.
The suspect was described as a white male adult in his mid-twenties with a medium build. The suspect was wearing a black bicycle helmet, dark colored jacket, and dark colored pants. The suspect was riding an unknown color mountain bike with a headlight. The victim did not see anything that would lead him to believe the suspect was a police officer such as a badge, patches, or duty gear.
The Petaluma Police Department does have a bicycle unit. Officers wear regulation uniform top which includes patches on the shoulders, a badge, and either black shorts or uniform pants. They ride black mountain bikes which are equipped with blue and red flashing lights and a siren. Petaluma Police Department Officers do not request or except fines related to traffic violations at the scene of a traffic stop.
