Deputies make traffic stop - occupants in possession of mail stolen from residents & Rialto School District staff

LOCATION: Valencia Ave / Redwood Ave, Fontana
SUSPECT(S): Richard Singleton, 33 years old, resident of San Bernardino
Morrissa Payne, 30 years old, resident of San Bernardino
VICTIM: Rialto Unified School District and several other local residents
SUMMARY:
On January 19, 2018 at 1:30 a.m. Deputy G. Jimenez conducted a traffic stop on a gray, four door Honda Accord. A records check on the license plate indicated the vehicle was reported stolen. During the investigation, Jimenez spoke to the driver, identified as Richard Singleton, and his female passenger, Morrissa Payne.
During the traffic stop, deputies located several pieces of mail inside the vehicle which belonged to several local residents, and staff from Rialto Unified School District. Singleton indicated he intended to sell the mail to individuals who were going to use to information for identity theft and fraud.
