* WHAT...Very cold wind chills expected. The cold wind chills will cause frostbite in as little as 30 minutes to exposed skin. Expect wind chills to range from 20 below zero to 25 below zero.

* WHEN...From 6 PM this evening to 10 AM CST Friday.
* ADDITIONAL DETAILS...Patchy blowing snow will still occur this afternoon in open areas until the wind diminishes this evening. Exercise caution when driving. PRECAUTIONARY/PREPAREDNESS ACTIONS...
