Nature of Incident: Gang Members Arrested

Narrative: Recently, members of the Sheriff’s Gang Unit have been working in cooperation with the California Department of Corrections and Rehabilitation monitoring individuals on parole and/or involved with the Post Release Offender Supervision program.
Investigators attempted an enforcement stop on a known gang member, Gerald Silva. Silva is currently on supervised parole for violations of California Vehicle Code 10851(a)-Unlawful taking of a vehicle and 2800.2(a)-Evading an Officer. Silva had a passenger with him in the vehicle who was identified as known gang member, Joel Mendoza. Mendoza was recently released from California State Prison for unlawful possession of a loaded firearm and is currently on Post Release Offender Supervision (PROS) for California Penal Code 242-Battery and 186.22(d)-Street Terrorism.
While attempting a traffic enforcement stop on Silva’s vehicle in the 300 block of Stroube Street, Mendoza exited the vehicle while it was still in motion. Mendoza fled on foot through the adjacent properties, jumping over numerous fences while attempting to elude deputies. During the foot pursuit, deputies observed Mendoza discard narcotic paraphernalia that was later located by a Sheriff’s K9 Officer. Mendoza was arrested and booked into the Pre-Trial Detention Facility for resisting and/or obstructing a public officer, narcotic related violations, and a PROS Hold.
While deputies were involved in the foot pursuit with Mendoza, Silva fled the scene in his vehicle. Deputies searched the area and located Silva in the 2500 block of Cortez Street. Deputies discovered Silva was in possession of narcotics and in violation of numerous parole violations. Silva was arrested for the violations and booked into the Pre-Trial Detention Facility.
