Crime Alert and Community Update Bulletin

Notable Cases

On Monday, 11-20-17 at 11:50 a.m., officers were dispatched to a report of a subject sitting in front of the Kelly Moore Paint store on Mission Street injecting some type of substance in his arm. When officers arrived, they saw a subject with a tourniquet on his arm, blood on his hands and two hypodermic syringes resting on the steps. The subject, 26-year old San Francisco resident, was cited for possession of a controlled substance.

On Tuesday, 11-21-17 at 11:29 p.m., Officer Gregorio was dispatched to the Target store on a report of two subjects in custody. The Target Loss Prevention Agents said one subject was an employee, who, on multiple occasions, rang up only certain items and bagged others without ringing up the items. The merchandise was over $3,000. The other subject in custody was the employee’s friend. The employee, a 20-year old South San Francisco resident, was arrested for embezzlement and conspiracy. The other subject, a 20-year old San Francisco resident, was arrested for shoplifting and conspiracy.

On Tuesday, 11-21-17 at 11:49 p.m., Officer Shoopman and Officer Poti were dispatched to the Muni bus stop at Mission Street and San Jose Avenue on a report of a man assaulting the bus driver. The 39-year old bus driver said he stopped the bus and a male subject started putting his cart full of his belongings onto the bus. The driver said the cart was too big to fit in the disabled seating area near the front of the bus and asked the subject to bring his belongings towards the rear of the bus. The subject was having trouble getting his belongings onto the bus, and another subject attempted to assist. As that subject was trying to assist and touched the subject’s belongings, the owner of the belongings punched the subject in the face. The bus driver saw this and told the subject he needed to get his personal belongings and get off the bus. The bus driver said the subject became upset, threw off his jacket and charged at him. The driver ran off the bus in an attempt to deescalate the situation, and the driver said the subject ran off the bus and tackled him onto the hood of a nearby car and punched him in the head and torso area. The driver was able to get the subject off of him and wanted to press charges. The subject, a 61-year old San Carlos resident, was cited for battery. The first person who attempted to assist the suspect suffered an abrasion to the inside of his mouth. The bus driver suffered punches to the head and abdomen area.

On Wednesday, 11-22-17 at 7:53 p.m., officers were dispatched to a residence on the 100 block of Los Banos Avenue on a report of a family disturbance. The reporting party said her grandson was fighting with everyone, including the neighbors. Officers found the 37-year old subject pacing, yelling and cursing in front of the residence. The subject ignored multiple requests by his family and officers to go into his home and close the door. The subject eventually relented and went inside the residence. As Sgt. Bowman tried to place the subject under arrest, he sustained a fractured right pinky finger and torn fingernail to his left ring finger. The subject was arrested for public intoxication, battery upon a police officer and for resisting arrest.

On Thursday, 11-23-17 at 12:08 a.m., Officer Shoopman and Officer Poti were on patrol and saw, at the In N Out parking lot on Washington Street, a silver Infiniti G35 parked in a disabled parking spot with the driver’s door open and trash thrown on the ground. The officers approached the vehicle and saw a male subject eating and texting on his cell phone. As the officers started speaking with the subject, they realized the subject may be under the influence of a narcotic as he exhibited signs indicative of narcotics use. The 22-year old subject said he lived in Park Merced and wanted to get some food. The officers asked the subject if he had consumed any alcohol or taken drugs, and the subject denied it. The subject allowed the officers to search his vehicle and himself. The officers found a pipe in the subject’s pocket, and the subject stated he used it to smoke oxycodone a couple of hours prior to the stop. The officers placed the subject under arrest and transported him to the police station. At the station, the subject threatened Officer Poti. The subject was booked for being under the influence of a controlled substance, possession of a controlled substance, possession of unlawful paraphernalia and for threatening an executive officer.

On Friday, 11-24-17 at 11:45 p.m., a 31-year old San Francisco resident was cited for possession of a controlled substance, destruction of evidence and possession of illegal drug paraphernalia following a traffic stop by Officer Cain in the area of the Denny’s parking lot. A 15-year old missing juvenile at risk from Hayward was in the subject’s vehicle and was released to the custody of Child Protective Services.

On Friday, 11-24-17 at 1:58 p.m., a 58-year old Daly City resident was arrested for driving under the influence of alcohol after colliding into a parked vehicle at School Street and Station Avenue.

On Saturday, 11-25-17 at 12:16 a.m., Officer Lajoie and Officer McQuade were flagged down by an employee of the Fuel: 24/7 gas station on Sullivan Avenue who informed them that there was a transient subject inside the restroom for over an hour. The employee wanted the officers to remove the subject from the premises. Officers made contact and subsequently arrested the 32-year old subject for being under the influence of a controlled substance (heroin), possession of a controlled substance and for misappropriation of lost property (a pair of pants with the sensor tag still attached).

On Saturday, 11-25-17 at 2:00 p.m., Officer Palafox and Officer Chittenden saw a subject parked in a disabled space without a placard at the Serramonte Shopping Center parking lot near Macy’s. The officers determined the vehicle was stolen from Marin County and placed the subject in the vehicle under arrest. While conducting an inventory search of the subject’s property, the officers found a baggie containing methamphetamine and identification not belonging to the subject. The subject, a 50-year old San Francisco resident, was arrested for possession of a stolen vehicle, possession of a controlled substance, identity theft, providing false information to a police officer, impersonate another to make liable and for two warrants from San Francisco for identity theft.

On Friday, 11-24-17 at 3:55 p.m., Officer Castillo and Officer Haas were dispatched to the Century Theaters on a report of an intoxicated subject who was passed out in the theater. Dispatchers also advised there was a child sitting on the subject’s lap. Officers arrived and saw the subject slumped over and appeared to be asleep with a female juvenile sitting on his lap. The officers asked the juvenile to stand up, and she complied. The officers woke up the subject and helped him walk to the aisle and out of the theater. They saw a half full bottle of vodka on the ground next to him. The juvenile, a 9-year old San Francisco resident, was the subject’s niece, and she was escorted to the office to notify her parents. The subject, a 20-year old resident of Hermosa Beach, said he was visiting family for Thanksgiving. Officers placed the subject under arrest, and while enroute to the police station, the subject banged his head on the patrol car. At the police station, the subject vomited and got into an argument with another prisoner. The officers determined nothing inappropriate happened between the female and the subject, and that she did not consume any alcohol. She was released to her parents.


Robberies

There was one robbery during the past week.

On Tuesday 11-21-17 at 1:23 a.m., a 45-year old nurse at Seton Medical Center took a break at work and walked to the Sam Trans bus shelter at San Fernando Way and the rear entrance road to Seton Medical Center. The nurse said he was smoking a cigarette and playing a game on his iPhone 7 plus when two unknown suspects approached him inside the bus shelter. He said the first subject asked him where his iPad was, and the victim said he did not have one in his possession. The subject then told the victim, “Don’t move and don’t do anything stupid”. Based on this statement and seeing that the suspect had his hand on his backpack, the victim believed the suspect had a weapon inside the backpack. The suspect then took the victim’s iPhone and his wallet containing miscellaneous credit cards. While this was happening, the victim said the second suspect was searching through his jacket and took his cigarettes and lighter. The victim said the suspects exited the bus shelter and the second suspect threw the cigarettes and lighter on the ground. The subjects ran to a parked running maroon color Dodge Caravan. The victim described the first suspect as a black male, 18-19 years old, 6’ tall, 150 lbs., skinny build, dark complexion, wearing a black hoodie, black covering over his mouth and nose, blue jeans and carried a dark color backpack. The victim described the second suspect as a black male, 16-17 years old, 5’6”, 130 lbs., skinny build, dark complexion, wearing a black beanie, black jacket and blue jeans. This case is assigned to investigators.


Residential Burglaries

There was one residential burglary during the past week.

Between Wednesday, 11-22-17 at 7:00 p.m. and Thursday, 11-23-17 at 9:00 a.m., a resident on the 100 block of Santa Barbara Avenue reported that an unknown suspect forced entry to the front door of his detached garage and stole a silver and black racing bicycle.


Commercial Burglaries


There was one commercial burglary during the past week.

Between Tuesday, 11-21-17 at 3:45 p.m. and Wednesday, 11-22-17 at 6:50 a.m., an unknown suspect pried open the door to the principal’s office at the George Washington Elementary School on Whittier Street and took an Apple laptop.


Vehicle Burglaries

There were four vehicle burglaries during the past week. Last week, we arrested two subjects who were responsible for some of the burglaries that occurred at Serramonte Shopping Center. This doesn’t mean that it is still safe to leave valuables in your vehicle. Please be mindful that burglaries can happen in a matter of minutes.

• 7-Eleven parking lot (Gellert Boulevard)—a backpack containing clothing was taken from the backseat of a 2006 Toyota Avalon. The left rear window was smashed. Occurred on 11-20-17 between 6:45 p.m. and 7:10 p.m.
• Manila Market parking lot—a suitcase containing a MacBook Pro laptop and clothing was taken from the rear of a 2016 BMW Z3. The rear window was smashed. Occurred on 11-20-17 between 6:45 p.m. and 7:00 p.m.
• Seton Medical Center emergency room parking lot —a lunch bag containing medication and miscellaneous paperwork was taken from a 2014 Hyundai Elantra. The passenger window was smashed. Occurred on 11-21-17 at 1:20 a.m.
• 500 block of Abbot Street—a stereo faceplate was taken from a 2002 Chevrolet Suburban. A window was smashed. Occurred on 11-25-17 between 5:59 p.m. and midnight.


Stolen Vehicles

There were three vehicles stolen during the past week. Two were recovered.

• 100 block of Del Prado Drive—a 2003 Mazda Protégé. Occurred between 11-22-17 at 7:00 p.m. and 11-23-17 at 6:30 a.m.
• 400 block of Ford Street—a 2014 Toyota Avalon. Occurred on 11-24-17 between 5:00 p.m. and 6:00 p.m. **The victim found his vehicle running at Price Street and Garibaldi Street and hour later.
• 800 block of Campus Drive—a 2011 Honda Accord. Occurred between 5:00 p.m. on 11-24-17 and 12:44 p.m. on 11-26-17. **Pacifica P.D. recovered the vehicle and made an arrest.


Miscellaneous

• We responded to 13 domestic disturbance cases
• There were 13 cases involving an involuntary psychiatric hold
• There were 6 vandalism cases reported
• There were 2 hit and run collisions reported


Scams/Other

Handkerchief Money Scam

This did not occur here, but since it occurred nearby, it is worth mentioning. On 11-20-17 at 11:00 a.m., a person was leaving the Smart and Final parking lot in South San Francisco when he was approached by a 55-60 year old black male, 5’11”, 175 lbs., wearing a brown leather jacket and brown leather hat. The victim said the male had a strong accent, saying he was from South Africa and that he had millions of dollars for donations. The suspect requested the victim give him money and in return, he would give the victim a large amount of money that was wrapped in a white handkerchief. According to the San Bruno Police Department, the victim gave the suspect $15,000 in cash, and the suspect gave him a white handkerchief. The victim later dropped off the suspect and an unknown elderly Hispanic female near the Colma BART station. The victim opened the handkerchief, and it was full of cut up newspaper. Please pass the word to your coworkers, friends and family about this scam. It is truly sickening to me how people lose thousands of dollars to scams like this.

Household Hazardous Waste Disposal Event—Saturday, December 9, 2017

San Mateo County residents can safely dispose of household hazardous waste (HHW) free of charge on Saturday, December 9 from 8:30 a.m. to 12:15 p.m. only by appointment. Residents are required to schedule an appointment at San Mateo County’s HHW program on line at www.smchealth.org/hhw or by phone at (650) 363-4718 and select option 3. You will be given the drop off location after you make your appointment.

Accepted items include acids/bases, aerosol cans, automotive supplies (car batteries, motor oil, antifreeze, brake fluid), cleaning products, fertilizers, pesticides, flammable liquids, fluorescent lights (compact and tubes), paint, inks, and photo chemicals. No radioactive, explosive, medical or commercial waste is allowed. All waste collected is reused, recycled, or stabilized for proper disposal to achieve zero waste being landfilled.


Daly City Reorganization of City Council Ceremony—December 11th (6:00 p.m.)

The City Council cordially invites you to be present for the reorganization of the City Council (Election of Mayor and Vice Mayor). The ceremony will be held on Monday, December 11 at 6:00 p.m. at the City Council Chambers at 333-90th Street.


Daly City’s Annual Frosty Fest and Tree Lighting Ceremony—December 16th (4:00 p.m.)

The Daly City’s Department of Library and Recreation Services’ annual Frosty Fest and Tree Lighting Ceremony will be held on Saturday, December 16 at the Pacelli Event Center at 145 Lake Merced Boulevard. The festivities kick off at 4:00 p.m., with the tree lighting scheduled for 4:30 p.m. There will be an indoor winter wonderland-themed carnival with games and prizes. Bring a donation of canned food and/or a new unwrapped toy to receive a mini-passport to play games. This year’s Frosty Fest features performances by participants of Daly City’s Afterschool Youth Recreation Program. There will be an opportunity to have a photo taken with Santa. Admission is free.

This alert is a free digital communication system used by emergency management agencies and first responders to send emergency alerts, notifications and updates to portable digital devices. In an emergency situation, an alert will be sent by San Mateo County authorized personnel and you will receive messages on your cell phone or mobile device.
