Deadline to submit Right of Entry form for Gov’t Debris & Ash Removal program is 5pm, Nov. 9.

The deadline to submit a Right of Entry (ROE) form to participate in the government Debris and Ash Removal Program is Nov. 9. ROEs must be submitted by 5 p.m., Thursday, in one of the following ways:
  • In person at Napa County’s Pop-Up Recovery Center, in the Administration Building, 1195 Third St., in Napa;
  • By fax at 707-253-4545; or
  • By email (attach as PDF): [email protected].
The ROE form grants Napa County, the State of California and the federal government the right to enter your property for purposes of inspecting, testing materials, removing and clearing all residential structural debris, waste, and other materials.
The program is being managed by CalOES and the work will be conducted locally by the United States Army Corp of Engineers (USACE). There is no cost to residential property owners, but owners are required to assign any insurance proceeds related to the cost of wildfire debris removal to Napa County. Property owners who do not have debris removal insurance coverage are also eligible to participate in this no cost debris removal program.
CalOES cannot begin work on your property until the document is signed. The ROE is not permanent and will terminate when removal work is complete. The ROE form can be obtained here.
Landowners who do not sign the ROE to participate in the federal clean-up program will be responsible for clearing structural debris and ash from their property.   If the site is not cleared, owners may be subject to future enforcement.

Important!  For EPA to clear properties of hazardous waste they need access to your property-if the road to your property is blocked or your gate is locked the EPA crews cannot do their work. Please call the EPA hotline 415-793-8794 with site access information, such as your gate code or otherwise arrange access with them.
