Vehicle Pursuit 17-14166

On October 25, 2017, at around 11:45 p.m., two Santa Rosa Police Officers driving a marked police vehicle were in the area of College Avenue and Cleveland Avenue when they saw a Honda sedan driving westbound College Avenue and through a red light at the intersection at a high rate of speed. The officers turned on their vehicle’s emergency lights in an attempt to catch up to the vehicle and stop it. The vehicle continued at a high rate of speed and turned southbound onto Dutton Avenue and then westbound on West Eighth Street. The officers caught up with the vehicle in the area of West Eighth Street and Link Lane. With their emergency lights and siren activated, they attempted to stop the vehicle. The vehicle continued without stopping but began to slow down. While the vehicle was still in motion, the driver and passenger opened the doors and jumped out of the vehicle. Both occupants started running away from the vehicle. The vehicle continued to roll forward and struck a telephone pole near the intersection of Link Lane and Trowbridge Street causing minor damage to the vehicle and no damage to the pole.

Officers apprehended the passenger a short distance away from the vehicle after he tripped and fell to the ground.

Responding officers in the area set up a perimeter and searched for the driver; they were unable to locate him.

Officers conducted a search of the vehicle and located an unloaded small caliber handgun in the passenger compartment of the vehicle. Officers located three loaded magazines for the handgun in the trunk of the vehicle. Additionally, officers located a large amount of marijuana inside of the vehicle and a bag that the passenger had been carrying when he fled the vehicle.

Officers booked twenty-three-year-old, Santa Rosa resident, Ryan Frazer, into Sonoma County jail on the following charges:

Penal Code §148 (a) (1) - Obstructing/Resisting a Police Officer
Penal Code §25400 (c) (4) - Possession of a Concealed Firearm
Penal Code §29805 – Possession of a Firearm by a Prohibited Person
Penal Code §29825 (b)- Possession of a Firearm by a Person under a Restraining Order
