SMPD is seeking our communities help in identifying a man who surreptitiously took photos of a woman while at Target

San Mateo Police Department is asking for our communities help in identifying a man who secretly took photographs under a woman’s dress while at Target in San Mateo.
On September 27th, 2017, at about 6:40 pm, San Mateo Police Officers responded to Target 2220 Bridgepointe Parkway, on a report from loss prevention of a suspicious man that was observed on surveillance cameras taking photographs under a woman’s dress.  Shortly thereafter, officers arrived in the area and conducted a thorough search for the suspect, but he was not located. Officers reviewed the surveillance video and confirmed that the man targeted the victim and followed her around the store. Once the victim bent over the man quickly ran up behind the her, took a photograph under her dress and walked briskly out of the store.
The man was described as black male adult, possibly in his 20-30's, wearing a black SF Giants hat with orange logo, a black T-shirt with a large "420" in white writing across the chest, and dark pants. Based on the video it also appears the suspect has full sleeve type tattoos in black ink on both of his arms.
