On 9/10/2017 Janesville Police Department officers responded to the intersection of Kellogg Ave and S Grant Ave to investigate a hit and run traffic accident injury of a bicyclist crossing the street. Minor injuries to the victim were initially reported.

On the evening of 9/13/2017, a Janesville Police Department officer was notified the hit and run bicyclist victim had been transferred to the UW Madison Hospital with significant internal injuries.

On 9/14/2017, Janesville Police Detectives investigated multiple leads and located a vehicle with matching damage of the suspect vehicle. The vehicle matched the type of vehicle reported. Pieces from the suspect vehicle, left at the scene, were matched to the vehicle located. The owner of this vehicle, Vickie S Loveless, confessed to the hit and run traffic crash. Loveless was arrested on multiple felony traffic charges and held at the Rock County Jail.
