A Santa Barbara City College (SBCC) student is in custody after an investigation positively identified him as the suspect who violently resisted arrest on Saturday night, September 9, 2017, causing a UCSB Police officer to fall and suffer a concussion. 18-year-old Issac Brown, a SBCC football player, was arrested yesterday on two charges of felonious assault on a peace officer.

At approximately 11:40 p.m. on September 9, 2017, Sheriff’s deputies and UCSB Police officers assigned to the Isla Vista Foot Patrol responded to a large crowd and fight in the intersection of Del Playa Drive and Camino Del Sur in Isla Vista. A crowd of several hundred were swirling around a central group engaged in a fight. When officers approached from the east, some of the suspects fled west, and directly into the path of officers and deputies who were approaching from the other direction.

Several subjects, including Brown, appeared to be chasing another subject. A Sheriff’s Office sergeant attempted to detain Brown to prevent an assault, but Brown was able to break free and he began running west where he was contacted by two female UCSB Police officers. Brown immediately began to actively resist their efforts to detain him as he struggled to free himself from their grasp. Wearing a long-sleeve shirt, Brown tried to discard the shirt that was being held by the UCSB Police officer. However, the shirt got caught on his wrists. Brown then used the shirt to aggressively pull the officer down and to the ground. The officer lost her balance and fell, striking her head against the bumper of a parked truck. The officer then lost consciousness for several minutes. Brown then fled the scene as officers in the area tended to the downed officer. The UCSB Police officer was transported to Santa Barbara Cottage Hospital for evaluation and treatment of her concussion. She was released and is recovering.

Sheriff’s deputies and UCSB Police officers conducted an investigation to identify and locate Brown. Sheriff’s deputies and UCSB Police officers obtained an arrest warrant and took him into custody yesterday without incident. He was booked into the Santa Barbara County Jail on charges of 148.10(a)PC – Resisting Arrest Causing Serious Bodily Injury; and 69PC – Dissuading an Executive Officer by Force. His bail was set at $25,000.
