8/12 – 9:00 p.m. – Police observed a traffic crash at West Washington Avenue and Monroe Street. A vehicle was struck when it turned onto North Monroe, by a vehicle that was travelling westbound on West Washington, without the use of headlights, at a time the lights were required. The vehicle which was struck, was transporting two young children. The children were transported via EMS, to a St. Louis hospital, with apparent minor injuries. Sean M. Howell, 26 of St. Louis, Missouri, was cited for Driving Without Lights When Required.
