Community members help detain suspect in sexual battery incident.

On July 21, 2017, at 11:48 a.m., Fremont patrol officers responded to a report of a missing person call in the 40700 block of Grimmer Boulevard.  Information obtained from the caller and broadcasted by dispatch over the radio was that the missing person was a developmentally challenged adult female who was non-communicative. 

Patrol officers arrived on scene at approximately 12:00 p.m., at which time they noticed a male, later identified as Cheuk Li (77, Fremont) being detained by several community members.   Upon speaking to witnesses, officers learned the missing female and Li were located in the backseat of Li’s Subaru Outback with the doors locked and windows rolled up.  Officers were also informed the female may have been a victim of sexual battery. 

Li was transported to the Fremont Police Department where he was interviewed by Sexual Assault Detectives in our Crimes Against Person Unit.  Prior to conducting the interview, detectives determined Li was previously convicted of a sexual battery in 2001 and ordered to register as a sex offender.  In 2013, Li failed to comply with his sex offender registration procedure and was subsequently arrested by the Fremont Police Department.   On this date, Li was in compliance with registration requirements.

Based upon the totality of the investigation including witness statements, video surveillance, and a Mirandized statement obtained from Li, he was arrested.   The Alameda County District Attorney's Office charged Li with kidnapping, two counts of sexual battery and dependent adult abuse.
