* At 1228 PM EDT, radar and automated rain gauges indicated that
heavy rain had fallen across the warned area. Up to three and a
half inches of rain have already fallen. Heavy rain continues to
fall with another one or two inches possible. Runoff from this
excessive rainfall will cause flash flooding to occur.

Richmond, Hagerstown, Fountain City, Franklin, Greens Fork, Bethel,
Economy, Whitewater, Middleboro and Williamsburg.
