On 06-21-17 at 7:36 p.m. Janesville Police Officers responded to a report of an erratic driver. The vehicle was stopped in the 1100 block of Columbus Circle.
The driver, identified as Matt A. Lowman, showed signs of intoxication. Lowman was found to have 3 prior OWI convictions. Based on the investigation, Lowman was arrested for 4th Offense OWI. Lowman was held at the Rock County Jail.
