Parolee resists and assaults officers after bicycle enforcement stop --- officers sustain minor injuries

SMPD Case #2017R03232

On March 17, 2017 at about 6:45PM, a Santa Maria PD officer attempted to conduct a traffic enforcement stop on a bicyclist for a California Vehicle Code violation. The bicyclist initially failed to stop, but eventually complied after a short distance.

During the initial contact the solo officer determined the violator, later determined to be Mark POMPA, was on parole and known to use a controlled substance. POMPA refused to comply with the officer's demands and refused to submit to the detention. The officer called for a back-up unit to assist. Prior to the secondary unit arriving on scene, POMPA physically resisted and struck/assaulted the officer. The officer tried to arrest and control POMPA, but he continued to physically resist, fight and assault the officer. The primary officer was successful if taking POMPA to the ground and controlling him long enough for other officers to arrive and assist with subduing and handcuffing POMPA.

The primary officer received injuries to his face, head and arm and a second officer inured his arm while attempting to control/arrest POMPA. POMPA sustained minor cuts to the face. All were treated and released by Marian Medical Center.

POMPA was booked into the Santa Barbara County Jail on charges of Resisting a Peace Officer, Resisting an Officer with Force/Violence, Assault on a Peace Officer Causing Injury and Parole Violation.
