U.S. Immigration and Customs Enforcement (ICE) Terminates Contract with City of Santa Ana

SANTA ANA - On February 23, 2017, the City of Santa was notified by the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) that the Intergovernmental Service Agreement between the two agencies, commonly referred to as the ICE contract, will be terminated in 90 days. The City of Santa Ana had announced, in 2016, its plan to terminate the contract by 2020.

Accordingly, City staff has been actively working to identify options, as directed by the City Council, while mitigating any adverse impacts to the community and to any affected City employees. Following the December 6, 2016 City Council meeting, the City reduced the maximum capacity of ICE detainees at the jail facility, as well as issued a Request for Qualifications (RFQ) for a jail re-use study.

“The City has been committed to expediting the termination of the ICE contract. Going forward, it is imperative that we make decisions that ensure sustainable City operations, including those at the existing jail facility,” noted Mayor Pro Tem Michele Martinez.

The Santa Ana City Jail currently receives approximately $340,000 per month in revenue from the ICE contract. The full operation of the jail includes 96 full-time and 20 part-time budgeted employees who assist in operating the jail facility.
