Arrest Made For 4th Offense OWI

On 1/21/2017 at about 1:15 p.m. Janesville Police Officers were sent to the area of Beloit Avenue and Reuther Way after a citizen reported the driver of a blue pickup truck being passed out at the wheel, in traffic. As officers arrived, the suspect vehicle was driving off and it was stopped at Beloit Ave and Palmer Dr. Officer Mark Standish made contact with the driver who was identified as Shane Garthwaite. He displayed physical signs of impairment and smelled of intoxicants. When asked how much he had to drink, Garthwaite said “he had enough alcohol to get himself into trouble.”

Garthwaite refused field sobriety tests and was arrested for OWI. A records check showed he had three prior OWI offenses. At the Janesville Police Department, he submitted to a breath test that showed his blood alcohol concentration to be .20 . Garthwaite is being held at the Rock County Jail on the felony OWI charge and a probation violation.
