Update #LASD Pico Rivera Station Deputy Involved Shooting, Susp wounded, No Deps Injured

Los Angeles County Sheriff’s Department Homicide Bureau detectives are continuing their investigation into the deputy involved shooting that occurred on Saturday, December 24, 2016 at 4:45 p.m. on the 3400 block of Greenglade Avenue, Pico Rivera, where a man suspected of stabbing family members was shot by deputies.

Detectives have learned that family members called 9-1-1 to report the suspect, a male Asian adult, being combative with family.  The caller stated the man had a history of mental illness and was stabbing family members with scissors.

Pico Rivera deputies were sent to the location regarding a violent mentally ill person call.  While responding to the call it was upgraded to an assault with a deadly weapon, after stabbing was reported in the 9-1-1 call.

Two Pico Rivera Station deputies arrived on scene and encountered the suspect in the street.  He was holding an object in his right hand.  He began walking aggressively towards the deputies and refused the commands to stop and drop the object.

One deputy used less lethal force by firing a stun bag round striking the suspect in the torso.  The suspect continued aggressing towards the deputies refusing to drop the object.  As a result a deputy involved shooting occurred with both deputies firing their duty weapons.

The suspect was struck by gunfire and pronounced dead at the scene.

A sharp bladed object was recovered near the suspect’s body.

Detectives are beginning interviews with family members who were with the suspect at the time of the 9-1-1 call to determine if any victims were stabbed.

Whenever a Deputy Involved Shooting occurs involving Los Angeles County Sheriff's deputies and it results in the wounding of a suspect, multiple independent investigations immediately begin at the scene. These include separate investigations by the Sheriff's Homicide Bureau and Internal Affairs Bureau. The Los Angeles County Sheriff’s Department immediately notifies the Office of the Inspector General who sends a representative to the incident scene and provides independent oversight throughout the investigative process. The mission of the Office of Inspector General is to provide strong, independent and effective oversight of the Los Angeles County Sheriff’s Department and to ensure transparent, accountable and constitutional policing for the County of Los Angeles. The Critical Incident Review panel convenes to perform a preliminary risk management analysis of the shooting. This panel is comprised of the concerned chief and unit commander, risk management and training personnel, the chairperson of the Executive Force Review Committee, and a representative from the Office of the Los Angeles County Counsel. Every aspect of a Deputy-Involved shooting is ultimately evaluated by the Sheriff’s Executive Force Review Committee, which determines whether there are any policy, tactical, supervisory, or training violations or concerns. The Office of the Los Angeles County District Attorney also participates in the investigatory process and conducts a legal analysis of the shooting.
