OSBI Tracks Down Suspect in 34-year-old Homicide

OSBI special agents have made an arrest in a 34-year-old cold case homicide from Oklahoma City. Raul Sierra (d.o.b. 6/20/1951) was arrested at approximately 4:30 pm in New Orleans by state police there. A warrant for Sierra’s arrested was filed in Oklahoma County Wednesday for the first degree murder of Wilfredo Roberto Matos Osorio.
November 28, 1982, Osorio’s was found on the embankment of a bridge located in Pottawatomie County. The medical examiner’s office determined the 23-year-old Cuban immigrant died from multiple gunshot wounds. The Pottawatomie County Sheriff’s Office requested OSBI special agents work the case. For several years, special agents collected information from witnesses. They learned Osorio was shot and killed inside a home at 6913 Woodridge, Oklahoma City. The shooters then dumped the body in Pottawatomie County. Biological evidence from the house where Osorio was shot was collected at the time, but forensic testing was unable to provide many leads and the case eventually went cold.
Recently, an OSBI special agent opened the case files and re-interviewed numerous witnesses. The biological evidence collected in 1982 was tested in the OSBI Forensic Science Center’s DNA Unit. The test results determined the probability of the blood and human tissue matching someone other than Osorio is 1 in 2.17 billion.
Wednesday morning, two OSBI special agents flew to Miami, Florida, where they had tracked down Sierra. Special agents and the U.S. Marshal’s Fugitive Task Force attempted to serve the arrest warrant at Sierra’s home, but he was not there. After running numerous leads on Sierra’s whereabouts, officials tracked him to New Orleans and arrested him at 800 Atlantic Avenue. Sierra will eventually come to Oklahoma to answer to the murder charge. Sierra is one of two people implicated in the murder. The second suspect is dead. Once Sierra is booked in to the jail in New Orleans, a mug shot will be sent out.
