Arrest Made in 2012 Moore Homicide
<p>In April 2012, a Moore man was found dead in his driveway at 1406 Sequoyah. In March 2016, the Moore Police Department requested OSBI conduct a full investigation. Today, one man is behind bars and another arrest is imminent. </p>
<p>William Cooksey, 44, was found lying in his driveway just behind the back driver-side tire of his pickup truck. Moore P.D. crime scene investigators collected two palm prints on the truck near the body. Recently, the Automated Fingerprint Identification System matched those palm prints to Jason Louis Lane Diamond. OSBI special agents located him and learned Diamond was roommates with Billyjack Luther Phillips (d.o.b. 12/26/1985) at the time of Cooksey’s death. The victim was married to Phillips’ mother at the time of the murder. Diamond told special agents that Phillips asked Diamond to drive him from Dallas, Texas, to Moore to help collect his mother’s belongings, saying his mother and stepfather were fighting. When Diamond and Phillips arrived at Cooksey’s Moore home several hours later, Phillips and Cooksey initiated a physical confrontation. During the fight, Diamond got involved and struck Cooksey several times. Cooksey eventually fell to the ground. Phillips stomped and kicked Cooksey before Phillips and Diamond left the area. According to the medical examiner, Cooksey died from blunt force injuries in conjunction with possible asphyxia due to an assault.</p>
<p>Thursday, OSBI special agents assisted Texas Rangers in arresting Phillips at his Dallas apartment for first degree manslaughter. He was booked into the Collin County jail, where he remains for the time. </p>
