*Media Availability* Regarding Compton Deputy-Involved Shooting Which Occurred on Thursday, July 28, 2016

Los Angeles County Sheriff’s Department investigators are continuing to conduct an exhaustive review of the sequence of events that unfolded in the hours after a vehicle carjacked in the city of Los Angeles was driven to Compton. Deputies in pursuit of the vehicle were fired upon by the driver, who subsequently crashed the vehicle and fled into a neighborhood. 

This review includes the sequence of events that led up to the deputy-involved shooting of 27-year old Donnell Thompson which took place after our deputies had been assaulted.  The investigation to this point has included:

·       Gunshot residue testing

·       DNA testing to determine if Mr. Thompson had been in the carjacked vehicle.

·       Interviews with witnesses,  deputies, and family members

·       Latent fingerprints

A special session of the Department’s Critical Incident Review Committee was also held on Monday, August 8th.  The Critical Incident Review is comprised of Assistant Sheriffs, Chiefs, commanders, personnel from risk management and training, the chairperson of the Executive Force Review Committee, and county counsel. The Inspector General and the Sheriff’s Constitutional Policing Advisors were also present.

The primary objective of this investigation has been to determine whether Mr. Thompson had a role in the carjacking incident and the assault on our deputies.

We have determined that there is no evidence that Mr. Thompson was in the carjacked vehicle, nor that he was involved in the assault on the deputies.

Deputies encountered Mr. Thompson shortly after the carjacking suspect who had opened fire on our deputies was arrested. Deputies were alerted to Mr. Thompson by a neighborhood resident who discovered him lying in his yard and called 911.  This was contemporaneous to the final stages of the search for and arrest of the carjacking suspect in the same neighborhood.

Mr. Thompson was lying in a position that concealed one of his hands from view and was unresponsive to numerous commands.

There was a concern that he may be armed, and may be connected to the carjacking suspect who had fired on the deputies.

Various means to gain a response from him were attempted, and when he aroused and stood up, he charged at the deputies who had come to assist the resident. One deputy fired at Mr. Thompson, believing him to be armed.  The deputy who fired at Mr. Thompson has been reassigned to non-field duties. Our administrative review of this case continues, and our investigation file will ultimately be submitted to the District Attorney.  

Multiple oversight entities are involved in every deputy-involved shooting, including investigators from the District Attorney’s office and the Office of the Inspector General, who reports to the Board of Supervisors.

***2nd UPDATE**

 

Los Angeles County Sheriff's Department Homicide detectives are continuing their investigation into the circumstances surrounding two deputy involved shootings that occurred on Thursday, July 28, 2016. The first shooting occurred at approximately 2:32 a.m. at West 133rd Street and North Slater Avenue, Compton. The second occurred at approximately 5:29 a.m. in the 800 block of West Stockwell Street, Compton.

Homicide detectives learned Compton Station deputies, while patrolling on Alameda Street,Compton stopped a vehicle for a traffic violation.  The deputies ran the vehicle plates and found that it was stolen. While the deputies called for back-up, the vehicle drove off and deputies went in pursuit.  During the pursuit shots were fired from the vehicle towards the pursuing deputies striking the patrol vehicle.  The suspect vehicle then crashed into the curb.  One of the suspects exited the car with a gun in his hand and pointed it at the deputies and a deputy involved shooting occurred.  It was unknown if the suspect was hit by gunfire at that time. 

 

The suspects ran into the neighborhood; a containment was set up and a Special Enforcement Bureau (SEB), special weapons team arrived to search for the suspects.  While searching house to house, one suspect was found hiding in a residence in the 2000 block of Slater Avenue, and taken into custody without incident.

 

A second suspect was located a short distance away hiding in a yard of a residence in the 800 block of Stockwell Street and refused to obey SEB personnel commands to surrender. During this time the suspect charged at the deputies and believing he was armed a deputy involved shooting occurred.  The suspect was struck by gunfire and pronounced dead at the scene.

 

No weapons have been recovered, although deputies along with the assistance from K-9 units are searching the area for the suspect's weapon.

 

The car driven by the suspects during the pursuit was a vehicle stolen earlier that night, in an armed car-jacking in the South Los Angeles area.  Both suspects, the arrestee and the deceased, matched the description of the suspects of the car-jacking.          

 

The investigation is ongoing and there is no additional information.

Los Angeles County Sheriff’s Department Homicide detectives are responding to the 800 block of West Stockwell Street, Compton, to investigate the circumstances surrounding a second deputy involved shooting.

 

One suspect was taken into custody. 

 

The second suspect was shot by Special Enforcement Bureau, special weapons team personnel and was pronounced dead at the scene.

 

Whenever a Deputy Involved Shooting occurs involving Los Angeles County Sheriff's deputies and it results in the fatality of a suspect, multiple independent investigations immediately begin at the scene.  These include separate investigations by the Los Angeles County Department of Medical Examiner - Coroner, Sheriff's Homicide Bureau and Internal Affairs Bureau.  The Los Angeles County Sheriff’s Department immediately notifies the Office of the Inspector General who sends a representative to the incident scene and provides independent oversight throughout the investigative process.  Once concluded, every aspect of the shooting is reviewed by the Sheriff's Executive Force Review Committee.  The Office of the Los Angeles County District Attorney also participates in the investigatory process and conducts a legal analysis of the shooting.
