Crime Alert and Community Update Bulletin

When I mention “the unit block” of a street, this means the incident occurred at an address anywhere between 1 and 99 of the street.

Notable Cases

On Monday, 05-16-16 at 8:35 a.m., Officer Melville and Officer Sabins were dispatched to the 300 block of Ardendale Drive on a report of a male sleeping in a vehicle. Officer Melville approached the driver’s side window and saw a subject sleeping. The officer saw two clear plastic bags, one with white pills and the other with a white crystalline substance, resting on the subject’s lap. The officer rapped on the window to wake up the male subject. The officer immediately asked the subject to hand over the bags on his lap, and the subject complied. When asked what was inside the bags, the subject said, “Xanax pills and a little meth.” The subject, a 23-year old Santa Rosa resident, was arrested for being in possession of controlled substances.

On Saturday, 05-21-16 at 2:59 a.m., Officer Riney and Officer Lickness were dispatched to an apartment on the unit block of Crestwood Drive on a report of a loud party. As officers walked up to the front steps, they saw a female adult who was lying on the steps and vomiting. The female had difficulty in standing, so the officers called the paramedics and fire department to render aid. A male subject exited the apartment and tried to lift up the female. The officers told the male that he was not going to bring the female back into the apartment until she was treated by medical personnel. The male did not comply and assisted the female to her feet and tried to bring her into the apartment. The officers sat the subject down and asked for his name. After giving the officer two incorrect names, the subject finally gave his real name. When asked why he lied about giving his name, the subject said, “I really just didn’t want to give you my name.” The paramedics arrived on scene, and the female declined treatment. The subject, a 20-year old Daly City resident, was arrested for providing a false name to a peace officer and was booked into jail. The female, a 20-year old Daly City resident, was picked up by her father.

On Saturday, 05-21-16 at 9:13 p.m., Officer Dolan checked on an occupied a parked vehicle at the Royal Palace Motel and saw a male subject who was masturbating and talking on his cell phone in the driver’s seat. The officer said the subject stopped what he was doing when the officer shined his flashlight on him. At the same time, the officer saw on the dashboard two plastic bags commonly used in the packaging and distribution of illegal narcotics. The officer asked the subject to exit the vehicle because he believed the subject might be involved in the use of illegal narcotics. Officer Busalacchi arrived as the cover officer and found narcotics paraphernalia in the driver’s side door handle of the vehicle. He also found a metal cash box used to secure money in an ATM. The box had pry marks near the locking mechanism. The officer asked the subject about the box, and the subject would only say his girlfriend was in a hotel room. After an investigation, both subjects were arrested. The male subject, a 21-year old transient, was arrested for threats to a peace officer, possession of narcotics, providing a false name to a peace officer and for two outstanding warrants. His girlfriend, a 35-year old San Pablo resident, was arrested for possession of narcotics with the intent to sell.


Robberies

There were two robberies and three attempted robberies during the past week.

On Wednesday, 05-18-16 at 9:30 a.m., the First National Bank on Mission Street was robbed by a suspect who had a demand note. The suspect was described by bank employees as a Middle Eastern male, approximately 30-45 years old, olive colored skin, 5’7”, average build, short hair, small mustache and wearing a tan long sleeved shirt with the wording “Levi Strauss” across the chest. On Saturday, 05-21-16 at 6:46 p.m., a 50-year old Daly City resident said she was in the Macy’s parking lot using her cell phone when an unknown black female walked up to her and forcibly grabbed her blue Guess purse containing cash and a credit cards from her hand, turned around and ran to a nearby getaway vehicle. The victim waited until 10:20 p.m. to report the crime. The victim describes the suspect as a black female, 5’ tall, early 20’s with braided hair. This investigation is continuing.

On Sunday, 05-22-16 at 1:14 p.m., officers were dispatched to the Burgermeister at Westlake Shopping Center on the report of a possible just-occurred robbery. The victim, a 26-year old San Francisco resident, said she and her friend were seated at a table waiting for their food when two black males approached their table and said, “these white people” and grabbed her friend’s cell phone. The victim said they walked away immediately but then turned around and threw the cell phone back onto the table. The victim said the subject said he didn’t want that phone and demanded her to give him her phone. The victim said the suspect grabbed her phone, and the victim said she wasn’t going to give it to him. The suspect then raised his hand, clenched his fist and threatened to knock her out if she did not give him her phone. The victim said a customer stood up and told the subject and his friend to leave her alone. The subjects then walked out of the restaurant. Two subjects fitting the description of the subjects in the restaurant were located an hour and a half later at the BART station. The victim identified the subjects, and the first subject, a 22-year old Berkeley resident, was arrested for robbery via verbal threats to inflict great bodily injury and for being under the influence of a controlled substance. The second subject, a 19-year old Daly City resident, was arrested for robbery via verbal threats to inflict great bodily injury.

On Sunday, 05-22-16 at 2:34 p.m., a 30-year old Daly City resident was the victim of an attempted strong arm robbery via force (punch to the face and shove to the ground) by two subjects who attempted to take the victim’s Samsung cell phone. This occurred on the John Daly Boulevard pedestrian walkway between Forest Grove and Fairway Drive. The victim sustained abrasions to his right wrist, right arm, and had a complaint to the left side of his head and ear. Two witnesses reported the crime and gave a description of the subjects. The subjects arrested in the above case were also responsible for this crime and were arrested for attempted robbery.

On Sunday, 05-22-16 at 1:05 p.m., a 47-year old San Francisco resident said he was sitting in his parked vehicle at the Home Depot parking lot when he heard two subjects say, “Make sure he/they has a cell phone” as the approached his car. The victim said two subjects stood at his window asking to use his phone. The victim refused twice, saying he did not lend out his phone. The victim said one subject then proceeded to open the passenger door of his vehicle. The victim said he felt threatened and when he advised the two subjects whey were making a terrible decision, the second subject apologized and quickly walked away. The victim said he did some shopping and later saw an officer at Westlake Center when he decided to report this incident. The subjects were the same subjects involved in the above two robberies.


Residential Burglaries

There were two residential burglaries during the past week.


On Monday, 05-16-16 between 12:50 p.m. and 5:30 p.m., an apartment on the 200 block of Price Street was burglarized by an unknown subject(s) who entered the apartment via an open sliding bathroom window. The loss was a HP computer, two iPads, a Play Station 4, a backpack and cash.

On Monday, 05-16-16 a 9:12 a.m., officers were dispatched to the 100 block of Palisades Avenue on a report of a residential burglary. The reporting party was preparing the house for an open house when he saw a subject in the backyard. The subject fled, and the reporting party was able to provide a description. Officers located the subject nearby. After the victim positively identified the subject, officers arrested the subject, a 26-year old transient, for burglary. The subject said he was homeless and said he just came inside to relax.


Commercial Burglaries

There were no commercial burglaries during the past week.


Vehicle Burglaries

There were twelve vehicle burglaries during the past week.

• 100 block South Mayfair Avenue—a shoulder bag containing a book was taken from a 2013 Scion XB. The left rear window was smashed. Occurred on 05-16-16 between 3:30 p.m. and 9:45 p.m.
• 100 block of Alta Vista Way—nothing was taken from a 2015 Chrysler 500. The method of entry is unknown. Occurred on 05-17-16 between 1:00 a.m. and 7:00 a.m.
• 100 block of Alta Vista Way—nothing was taken from a 2013 Ford Cmax. The method of entry is unknown. Occurred on 05-17-16 between 1:00 a.m. and 7:00 a.m.
• Serramonte Shopping Center parking lot (Near Macy’s)—a bag containing reusable bags was taken from a 2011 Chevrolet Traverse. The rear window was smashed. Occurred on 05-17-16 between 1:50 p.m. and 2:05 p.m.
• Krispy Kreme parking lot—a backpack containing an iPad, insulin tester, router and a jacket was taken from the rear seat of a 2016 Hyundai Santa Fe. Another bag containing an HP laptop was also taken from the rear seat. The right rear window was smashed. Occurred on 05-18-16 between 11:20 p.m. and 11:30 p.m.
• 24 Hour Fitness parking lot—a purse containing a wallet and miscellaneous credit cards was taken from a 2011 Mazda 3. The left rear window was smashed. Occurred on 05-18-16 between 7:40 p.m. and 10:00 p.m.
• 800 block of Bellevue Avenue-a stereo and tools were taken from a 2007 GMC Sierra. The method of entry is unknown. Occurred between 11:25 a.m. on 05-16-16 and 8:30 a.m. on 05-17-16. **On line report.
• Parking garage at Westlake Shopping Center (245 Lake Merced Boulevard-first floor)—a laptop bag containing a Dell laptop was taken from a 2007 Toyota Yaris. The front passenger window was smashed. Occurred on 05-19-16 between 9:50 a.m. and 2:15 p.m.
• Doelger Senior Center parking lot—a laptop bag containing an Apple MacBook Pro was taken from the covered cargo area of a 2007 Toyota Prius. The right rear window was smashed. Occurred on 05-19-16 between 8:30 p.m. and 8:45 p.m.
• Serramonte Shopping Center parking lot near Crunch Fitness—an iPhone was taken from the glove compartment of a 2015 Toyota Prius. The front passenger window was smashed. Occurred on 05-20-16 between 6:05 p.m. and 7:10 p.m.
• Serramonte Shopping Center parking lot near Crunch Fitness—an Apple MacBook Pro, backpack and headphones were taken from the trunk of a 2013 Honda Civic. The left front window was smashed. Occurred on 05-20-16 between 7:00 p.m. and 7:50 p.m.
• 100 block of South Mayfair Avenue—a suitcase and cell phone charger was taken from a 2013 Ford Focus. The left rear window was smashed. Occurred on 05-21-16 between 8:29 a.m. and 8:39 a.m.


Stolen Vehicles

There were two stolen vehicles during the past week.

• 100 block of First Avenue—a 1989 Suzuki Swift. Occurred between 10:00 a.m. on 05-18-16 and 11:30 a.m. on 05-19-16.
• Callan Boulevard/Clarinada Avenue—a 1994 Honda Civic. Occurred between 10:00 p.m. on 05-20-16 and 6:00 a.m. on 05-21-16.


Miscellaneous

• There were 2 hit and run crashes
• We responded to 6 domestic disturbance cases
• There were 6 cases involving an involuntary psychiatric hold
• We made 13 warrant arrests


Scams/Other

IRS Scam using “iTunes Cards”

On Monday, 05-16-16 between 12:00 p.m. and 9:39 p.m., a 29-year old Daly City resident was the victim of fraud by a subject impersonating the IRS to get money via iTunes gift cards. The victim said a subject named “Officer White” called, saying he was with the IRS and that the victim owed $7,894, and if he did not pay immediately, he would go to jail and possibly be deported for tax fraud. The caller alluded to the victim that he was being watched via cameras at the various banks he was told to go to. The caller told the victim to go to his bank and withdraw $8,000, and if the bank tellers asked him what the large amount of cash was for, to tell them it was for personal use. The caller then instructed the victim to go to a CVS and Target and to purchase numerous gift cards in $100 and $500 denominations. Once they were purchased, the victim was instructed to call “Officer White” back and scratch off the material covering the PIN code and relay that information to him over the phone. The victim gave the caller all of the PIN codes but became suspicious when the officer asked for other personal identifying information. Please know that the IRS will NEVER contact you by the phone and ask you to pay your “delinquent” taxes via iTunes cards!


Community Events/Information

Memorial Day Holiday—Monday May 30, 2016

City offices, libraries, and community centers will be closed on Monday, May 30th in observance of Memorial Day. Parking enforcement to accommodate street sweeping will be suspended for the day and will resume on Tuesday, May 31st. Garbage and recycling collection will follow the regular schedule.


Medicare Presentations (4-part series May 31, June 6, June 14 & June 21)

The Health Insurance Counseling and Advocacy Program (HICAP) of San Mateo, a nonprofit program administered by the state and federal governments to provide information and advocate for people who are or will be on Medicare, is holding a 4-part series on Medicare at the Serramonte Library Community Room (40 Wembley Drive) on the above dates from 6:00 p.m. to 7:00 p.m. The “New to Medicare” program offers an accurate and unbiased overview of Medicare, the federal health insurance system for United States citizens and documented permanent residents at least 65 years old or younger than 65 with disabilities. The presentation will introduce beneficiaries to facts about the program to help them make ideal choices for themselves when they are eligible, save them dollars and spare them from fraud. The information is particularly significant during this general enrollment period that began January 1 and ends March 31. Those who enroll within this period will become effective July 1 of the same year. Those who enroll in a later period will have to pay a monetary penalty. Attendees will gain a basic understanding of Medicare that will arm them against misleading advertising or inappropriate advice. Relay For Life of Daly City—June 4-5, 2016
For over 100 years, the American Cancer Society has been working to create a world with less cancer and more birthdays! Here in Daly City, we have our own community fundraiser to help them finish the fight – Relay for Life of Daly City!

Relay for Life of Daly City is holding its annual fundraiser for the American Cancer Society on June 4 and 5, 2016 at the Westmoor High School’s Sport Stadium (131 Westmoor Avenue, Daly City, CA 94015). The entrance is located at the corner of Mariposa Avenue & Del Prado Drive. The event begins on Saturday, June 4 at 10:00am with an Opening Ceremony and goes for 24 straight hours. Household Waste Disposal Event—Saturday, June 11, 2016

Daly City residents can safely dispose of household hazardous waste (HHW) free of charge on Saturday, June 11. The collection events take place from 8:30 a.m. to 12:15 p.m. To participate, residents must schedule an appointment at San Mateo County’s HHW program: www.smchealth.org/hhw or by calling (650) 363-4718, selecting option 3.

Accepted items include acids/bases, aerosol cans, automotive supplies (car batteries, motor oil, antifreeze, brake fluid), cleaning products, fertilizers, pesticides, flammable liquids, fluorescent lights (compact and tubes), paint, inks, and photo chemicals. NO radioactive, explosive, medical or commercial waste is allowed. All waste collected is reused, recycled, or stabilized for proper disposal to achieve zero waste being landfilled.

Kops & Kids—Saturday, June 18, 2016

The Pacifica & Daly City Police Departments are jointly presenting the “Kops & Kids” event at the Sea bowl Bowling Center in Pacifica. (4625 Coast Highway, 650-738-8190). In addition to free bowling for kids, please come out to meet police officers, firefighters, rescue personnel, and members of the Armed Forces. Also, bring your kids to see police cars, motorcycles, military equipment, rescue vehicles, police dogs and even a helicopter!


Daly City Police Athletic League 42nd Annual Golf Fundraiser Tournament—July 25, 2016

Have you ever wanted to golf at the beautiful Olympic Club Lake course in San Francisco? Here’s your chance to do so, as well as to sponsor and help hundreds of youth the PAL assists each year. The event is on Monday, July 25, 2016, with a shotgun start at 11:30 a.m. The format is a two person, with one best ball/two person with one best ball blind bogey.
