Arrest Made in 1984 Cold Case Kidnapping and Homicide
Sometime during the evening of August 22, 1984, 3 year-old Clark Toshiro Handa was abducted from his bedroom at his home on Magellan Road (which is now Auto Mall Pky). A ransom note demanding money for Clark’s safe return was discovered; however, Clarks family did not receive any further communication from the kidnappers and Clark did not return home.
The Fairfield Police Department, along with the Federal Bureau of Investigation, tirelessly investigated this case for many years, conducting interviews, processing evidence, and following leads. The case has continued to remain an open homicide investigation. In 2011, the Fairfield Police Department’s Cold Case Unit, again with the assistance of the Federal Bureau of Investigation, reexamined the case. Detectives obtained evidence that led to the identification of the individuals responsible for the abduction and subsequent homicide of Clark.
On April 26, 2016, the Solano County District Attorney’s Office charged Michael Anthony Blas Fejarang with 1st Degree Murder with Special Circumstances and Kidnapping for Ransom. At the time of the crime, Fejarang was a 23 year-old Fairfield resident and a family friend of the Handa’s.
Fejarang is currently serving a 26-year prison sentence related to separate child molestation cases from Solano County in 1981, 2001, and 2002. He is currently housed at Valley State Prison in Chowchilla, Ca. The Solano County District Attorney’s Office will work with the California Department of Corrections and Rehabilitation to transfer Fejarang to Solano County for trial.
This case remains an active investigation. As such, no further information will be released at this time. Inquiries should be directed to the Solano County District Attorney’s Office.
This case had a tremendous impact on the family and the entire community. The Fairfield Police Department’s Major Crimes Unit, in cooperation with our law enforcement partners including the Solano County District Attorney’s Office, continually reexamines leads and evidence in a number of Cold Cases. Our goal through our investigative efforts is to leave no homicide unsolved and to offer justice to those impacted by these violent crimes.
