3 Arrested for Endangering Children

Ceres CA- On 02-02-16 at 10:02 PM, Ceres Police officers responded to the 1900 block of Darrah St. for a male and a female arguing in the street. Citizens reported the male was punching vehicles and was trying to hit the female. Upon the officer’s arrival, they were directed to an apartment. The officers walked up to the apartment and saw Amy Luna, 24 year old Ceres Resident, sitting on a couch with a child in her arms. Jose Garcia, a 25 year old transient, stood over Suzanne Luna, a 26 year old transient, with clenched fists yelling at her. The officer feared Jose Garcia was going to assault Suzanne Luna.

Amy saw the officers at the open front door. Amy stood up and walked towards the officer shoving him on the shoulder. Amy stood in front of the officer preventing him from entering the apartment. Another officer arrested Amy. Jose Garcia was ordered to walk outside of the apartment where he was questioned. Jose Garcia denied punching parked vehicles or trying to hit his girlfriend, Suzanne Luna.

During the course of the investigation, Officers discovered several inebriated individuals inside the apartment. Jose Garcia, Amy Luna and Suzanne Luna also appeared to be under the influence of either drugs or alcohol. The officers found the apartment to be in an unlivable condition.

Amy Luna’s seven children, between the ages of 2 through 9 years of age, were asleep on a dirty couch covered in fresh vomit in the bedroom. A filthy mattress was on the floor. The officers noted the apartment was infested with cockroaches. Cockroaches were crawling on the walls, inside cupboards, kitchen and floor. There was standing water in a washing machine next to a stove. The washer was illegally wired to the outlet of the stove near the standing water. There were clothes, kitchen knives, garbage and animal feces throughout the house.

The children appeared to have not been bathed for several days. The only source for drinking water was the bath tub faucet. The 9 year old girl told officers she slept on the dirty couch with her brothers and sisters. She only ate when she went to school. The 9 year old expressed being glad CPS was taking them to a foster home.
Jose, Amy and Suzanne were arrested for child endangerment. The children were released to CPS.

Jose Garcia was arrested for endangering a child.
Amy Luna was arrested for endangering a child and delaying an investigation.
Suzanne Luna was arrested for endangering a child.
